AN ORDINANCE APPROVING A GRANT CONTRACT BETWEEN THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION, AND THE STATE BOARD OF THE GREAT OUTDOORS COLORADO
TRUST FUND, APPROVING TWO GRANT CONTRACTS BETWEEN THE CITY OF PUEBLO, A
MUNICIPAL CORPORATION AND THE COLORADO DEPARTMENT OF LOCAL AFFAIRS
RELATING TO THE MINNEQUA LAKE PARK AND OPEN SPACE PROJECT AUTHORIZING THE
PRESIDENT OF CITY COUNCIL TO EXECUTE SAME, AND BUDGETING AND APPROPRIATING
$4,650,000 FOR LAND ACQUISITION AND CONSTRUCTION OF SAID PROJECT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
Subject to the availability of funds, the City hereby declares its intention to acquire
Minnequa Lake as a regional park, open space, and stormwater detention and water quality facility
(the "Project'), and budgets $4,650,000 for land acquisition and construction of said Project and
budgets and appropriates funds for said Project from the sources set forth in Section 2 through 6 of
this Ordinance.
SECTION 2
The grant Contract and Attachments between the City of Pueblo, a Municipal Corporation
and the State Board of the Great Outdoors Colorado Trust Fund relating to the Minnequa Lake
Park and Open Space Plan, contract number 05867 ( "GOCO Contract'), copies of which are
attached hereto and incorporated herein, having been approved as to form by the City Attorney,
are hereby approved. Funds in the amount of $2,300,000 from the GOCO Contract are hereby
budgeted and appropriated for the Project.
SECTION 3
The grant Contract and Attachments between the City of Pueblo, a Municipal Corporation
and the Colorado Department of Local Affairs relating to the Lakeshore Drive Roadway Extension
Project, contract number EIAF 5178 ( "DOLA Contact No. 1 "), copies of which are attached hereto
and incorporated herein, having been approved as to form by the City Attorney, are hereby
approved. Funds in the amount of $250,000 from the DOLA Contract No. 1 are hereby budgeted
and appropriated for the Project.
SECTION 4
The grant Contract and Attachments between the City of Pueblo, a Municipal Corporation
and the Colorado Department of Local Affairs relating to the Minnequa Lake Park and Open Space
Project, contract number EIAF 5179 ( "DOLA Contact No. 2 "), copies of which are attached hereto
and incorporated herein, having been approved as to form by the City Attorney, are hereby
approved. Funds in the amount of $400,000 from the DOLA Contract No. 2 are hereby budgeted
and appropriated for the Project.
SECTION 5
$175,000 from the Stormwater Improvement Fund is hereby budgeted and appropriated for
the Project. The City Manager is directed to include in the budget for the Stormwater Improvement
Fund the following amounts — Fiscal Year 2007 - $150,000 and Fiscal Year 2008 - $100,000 for the
Project.
SECTION 6
$1,275,000 in General Fund Reserves are hereby budgeted and appropriated for the
Project, said funds are to be held in a separate reserve fund subject to transfer by Resolution of
the City Council.
SECTION 7
The President of the City Council is hereby authorized to execute and deliver the GOCO
Contract, DOLA Contract No. 1 and DOLA Contract No. 2 in the name of and on behalf of the City
of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest same.

ISSUE
Should the City Council approve grant contracts between the City and Great Outdoors
Colorado (GOCO) and the City and the Colorado Department of Local Affairs related to
the Minnequa Lake Park and Open Space Project, and increase the budget for the
Minnequa Lake Park and Open Space Capital Improvement Project ML0401 by
$4,650,00 to reflect the grant funds, stormwater improvement funds, and general fund
reserves relating to the acquisition and development of Minnequa Lake as a regional
park, open space, and stormwater detention and water quality facility, and authorize the
President of City Council to execute said contracts?
RECOMMENDATION
Approve the Ordinance.
BACKGROUND
The City will be budgeting and appropriating an additional $4,650,000 to reflect the
grant funds from GOCO and the Colorado Department of Local Affairs, Stormwater
Improvement Funds, and general fund reserves that are intended to be reimbursed as
the City secures additional project partner and grant funds related to the Lake Minnequa
Park and Open Space Project. The project funds will be used to complete the
acquisition of the Rocky Mountain Steel property and develop the first phase of the
regional park, open space and stormwater detention and water quality facility.
The Phase 1 project includes the acquisition through a combination of fee simple and a
conservation easement purchases of 243 -acres of property owned by CF &I, the
extension of Lakeshore Drive through the park linking with Mirror Avenue and Pueblo
Boulevard, the expansion of stormwater and water quality facilities associated with Lake
Minnequa, and the development of outdoor basketball courts, a picnic shelter, trails,
fishing improvements and associated parking at the south end of Lake Minnequa (See
attached Phase 1 plan).
The funding sources, including the anticipated funding to reimburse general fund
reserves and the estimated budget for the acquisition of the property and the first phase
improvements of the project are listed below:

FINANCIAL IMPACT
The transfer of $1,275,000 in general fund surplus revenue into the Minnequa Lake
Park and Open Space Project Fund will provide the revenue to comply with the
provisions of the Great Outdoors Colorado Large -Scale grant for Minnequa Lake. The
general fund surplus revenues are anticipated to be reimbursed from contributions from
the Lower Arkansas Valley Water Conservancy District ($500,000), Colorado Division of
Wildlife Fishing Is Fun grant ($100,000), HUD Economic Development Initiative funds
($120,000 in 2006 and $100,000 in 2007), $300,000 in City Conservation Trust Funds in
2008, State Health Department Non -point Source grant funds ($135,000), and volunteer
commitments from the Colorado Division of Wildlife and the Arkansas Valley Audubon
($20,000).
The City will be required to pay for the construction of the project initially from City funds
and following completion of each portion of the project in which grant funds have been
contracted; the City will be reimbursed by the funding agency. City must maintain the
improvements at Lake Minnequa during its useful life. The stormwater improvements
will be funded from the Stormwater Utility and the other park and open space
improvements (trails, picnic shelter, parking, basketball courts, and upland open space)
would be paid from the General Fund.
