AN ORDINANCE APPROVING AND ACCEPTING COLORADO DEPARTMENT OF
TRANSPORTATION 2006 CHILD PASSENGER SAFETY ENHANCED ENFORCEMENT AWARD,
AND APPLICABLE CONDITIONS PERTAINING THERETO, ESTABLISHING PROJECT NUMBER
PD0603, AND BUDGETING AND APPROPRIATING FUNDS NOT TO EXCEED THE AMOUNT OF
$3,500.00
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo,
including its Police Department, to accept funding from the State of Colorado for public and municipal
purposes, and
WHEREAS, the Colorado Department of Transportation has tendered a 2006 Child Passenger
Safety Enhanced Enforcement Award (the "Award ") which will not exceed the amount of $3,500.00
upon conditions recited therein or incorporated therein by reference; and
WHEREAS, acceptance of the Award for the purposes for which it has been made is in the
best interest of the City and will benefit the health, welfare and safety of the citizens of the City; now,
therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The acceptance and approval of the 2006 Colorado Department of Transportation Child
Passenger Safety Enhanced Enforcement Award ( "Award ") is hereby ratified.
SECTION 2.
Funds not to exceed the amount of $3,500.00 are hereby budgeted and appropriated in
Project Number PD0603 and shall only be expended and used for this Project.
SECTION 3.
This Ordinance shall become effective upon final passage and approval.

ISSUE
To allow the City of Pueblo to accept and appropriate this funding award for increased
enforcement of the child passenger safety law.
RECOMMENDATION
The department recommends acceptance of this award.
BACKGROUND
Funding has been awarded to the City of Pueblo by the Colorado Department of
Transportation for increased enforcement in traffic safety and seatbelt usage including child
passenger safety laws from February 20 through March 5 2006. This award will also
allow increased enforcement efforts In Colorado's new teen driving laws. Community
awareness efforts will continue through continued collaboration with CDOT and the
statewide media campaign during this wave period. We anticipate that a continued
education and enforcement presence will be needed to have a long lasting impact on the
problem of seatbek usage and child passenger safety laws in our city.
FINANCIAL IMPACT
There is no financial impact to the City of Pueblo, as this award requires no match.
Campaign Goals:
• Increase compliance with Colorado's seat belt and child passenger safety laws
• Increase compliance with Colorado's teen driving laws
• Increase the publics perception of the likelihood of receiving a ticket for non - compliance
when stopped for another violation
Funding: Colorado Department of Transportation will provide funding for overtime enforcement
during a "wave" scheduled for February 20th through March 5 2006.
NO OTHER ENFORCEMENT ACTIVITY HAS THE SAME "BOTTOM LINE " POTENTIAL FOR
REDUCING DEATH AND INJURY
TO JOIN THE CAMPAIGN
The agency agrees to:
1. provide overtime enforcement of Colorado's primary child passenger safety and new teen
driving laws; and enforcement of Colorado's secondary seat belt law through speeding and
other aggressive/hazardous driving contacts;
2. issue citations or warnings on all seat belt, child passenger safety and teen driving law
violations;
3. conduct pre and post seat belt observational surveys;
4. report all enforcement activity within specified times on forms provided by CDOT or on the
CDOT traffic safety web site;
5. review a child passenger safety enforcement roll call video provided by CDOT
Training:
All participants will receive C.R.S./Model Traffic Code occupant protection violation notebook
and other education/awareness materials.

Funding in the amount not to exceed $3,500.00 has been allocated to
Pueblo Police Department to conduct aggressive enforcement of child
passenger safety laws; and concerted enforcement of secondary seat belt laws
through speeding and other aggressive /hazardous driving offenses during a
special enhanced enforcement program to be conducted February 20th through
March 5 2006.
