AN ORDINANCE APPROVING AND ACCEPTING THE 2006 COLORADO AUTOMOBILE THEFT
PREVENTION GRANT, AND APPLICABLE CONDITIONS PERTAINING THERETO,
ESTABLISHING PROJECT NUMBER PD0602, BUDGETING AND APPROPRIATING FUNDS
NOT TO EXCEED THE AMOUNT OF $21,200.00, AND AUTHORIZING THE PRESIDENT OF THE
CITY COUNCIL TO EXECUTE SAME
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo,
including its Police Department, to accept funding from the Colorado Department of Public Safety /
Colorado State Patrol for public and municipal purposes and to enter into agreements relating
thereto, and
WHEREAS, the Colorado Department of Public Safety has tendered a 2006 Colorado
Automobile Theft Prevention Grant Award (the "Award ") that will not exceed the amount of
$21,200.00 upon conditions recited therein or incorporated therein by reference; and
WHEREAS, acceptance of the Award for the purposes for which it has been made is in the
best interest of the City and will benefit the health, welfare and safety of the citizens of the City;
now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO. that:
SECTION 1.
The Colorado Automobile Theft Prevention Grant Award to the City of Pueblo, a copy of
which is attached hereto, is hereby accepted and approved. The President of City Council is
authorized to execute and deliver the grant award in the name of the City.
SECTION 2.
Funds not to exceed the amount of $21,200.00 are hereby budgeted and appropriated in
Project Number PD0602 and shall only be expended and used for this Project.
SECTION 3.
This Ordinance shall become effective upon final passage and approval.

ISSUE
Should the City of Pueblo accept the 2006 Colorado Automobile Theft Prevention Grant
on behalf of the Police Department not to exceed the amount of $21,200.00?
RECOMMENDATION
The Department recommends approval to help thwart Auto Thefts in Pueblo.
BACKGROUND
This grant will allow the Police Department to reduce its calls for service and the case
load of detectives working to solve the large volume of auto thefts in our city. Calls for
service on auto thefts in 2004 numbered 590. At the time the grant was applied for,
there were in excess of 750 auto theft calls in 2005. This grant will allow the
department to implement a proactive program that addresses as many aspects of this
problem as possible. A video equipped bait vehicle will be placed in high crime areas of
the City to allow the department to identify, apprehend, and prosecute the offenders.
The department will also implement and publicize the Colorado Watch Your Car
program, encouraging citizens to register their vehicles with this program.
FINANCIAL IMPACT
There is no financial impact to the City of Pueblo, as no match is required for this grant

contract is not valid until the State Controller, or such assistant as he may delegate, has
