ORDINANCE NO. 7416
AN ORDINANCE DESIGNATING THE SOUTH PUEBLO
LODGE #31 TEMPLE, 126 - 128 BROADWAY, AS A LOCAL
HISTORIC LANDMARK
WHEREAS, the City of Pueblo's Historic Preservation Code, Title IV, Chapter 14,
declares that the City shall identify, designate and preserve those buildings, objects,
monuments, structures and sites which reflect outstanding elements of the community's
architectural and cultural heritage; and
WHEREAS, the present application was initiated by the property owner, and the
City's Historic Preservation Commission has reviewed the application for designation of
the South Pueblo Lodge #31 Temple as a Local Historic Landmark and has
recommended to the Planning and Zoning Commission the designation of this resource;
and
WHEREAS, the City Planning and Zoning Commission has reviewed the Historic
Preservation Commission's recommendation and the designation application and
submitted its recommendation thereon for landmark designation to Council;
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council finds and determines that the South Pueblo Lodge #31 Temple,
126 -128 Broadway Ave., Pueblo, Colorado, legally described as (Lots
26;27;28;29;30;31 +32 Blk 136 South Pueblo; Exc That Por Conveyed To City Bk 210
Pg 55 + Exc That Por Conveyed To The Pueblo Masonic Temple Annex Assoc Bk 2017
Pg 666 Of The Pueblo County Records; Formerly 15- 012 -02 -016 + 017 + 020 (Parcel
No. 1501202022) is associated with the life of persons significant in the past, and
embodies those distinguishing characteristics of an architectural -type or engineering
specimen; as defined in the Pueblo Historic Preservation Code Sec. 4 -14-8.
SECTION 2.
The City Council hereby designates the South Pueblo Lodge #31 Temple as a
local Pueblo Historic Landmark, subject to the benefits, obligations and restrictions
resulting from such designation as described in Title IV, Chapter 14 of the Pueblo
Municipal Code.
SECTION 3.
This ordinance shall become effective immediately upon final passage and
approval, and a certified copy of this ordinance shall be recorded in the records of the
Pueblo County Clerk and Recorder by the City Clerk.

AN ORDINANCE DESIGNATING THE SOUTH PUEBLO LODGE #31 TEMPLE, 126 -
128 BROADWAY, AS A LOCAL HISTORIC LANDMARK
ISSUE
Shall City Council designate The South Pueblo Lodge #31 Temple as a local Pueblo
Historic Landmark, pursuant to the Historic Preservation Code, Title IV, Chapter 14 of
the Pueblo Municipal Code.
Adoption of Ordinance, as recommended by the Planning and Zoning Commission at
their regular meeting November 9, 2005, and the Historic Preservation Commission at
their regular meeting October 27, 2005.
As is detailed in the Historic Preservation Commission's recommendation, the South
Pueblo Lodge #31 was found to have direct and substantial association with persons
significant in the past (Sec. 4- 14- 8(a)(1a)). Over the 123 years of Pueblo Masonic
history, Lodge #31 members have been among the most prominent and influential
citizens in Pueblo and Colorado society, including Alva Adams, Alva B. Adams, James
Orman, George Roe, and many, many others.
The Lodge is further found to embody distinguishing characteristics of an architectural
style or type (Sec. 4- 14- 8(a)(2b)). The 1926 brick reface and remodel of the Masonic
Temple created a very simplified or modest expression of Renaissance Revival also
known as Italian Renaissance, a style popular in Colorado between 1900 and 1930. The
Masonic Temple is an important expression of this style in that it is a simplified form,
boiled down to its essential elements; whereas more common forms of this style tend to
be more ornate and elaborate.
Findings of staff, the Historic Preservation Commission, and the Planning and Zoning
Commission are attached.
