AN ORDINANCE AMENDING RULE 25 OF CHAPTER 13 OF TITLE VI OF THE CODE OF
ORDINANCES OF THE CITY OF PUEBLO BY THE ADDITION OF NEW SECTIONS (C) (D) AND
(E) TO PROVIDE FOR A LIMITATION ON THE NUMBER OF SENIORITY PREFERENCE POINTS
WHICH MAY BE AWARDED ON CIVIL SERVICE EXAMINATIONS
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Rule 25 of Chapter 13 of Title VI of the Code of Ordinances of the City of Pueblo is hereby
amended by the addition of new sections (c) (d) and (e) to read as follows (brackets indicate
material being deleted; underscoring indicates material being added):
Rule 25. Seniority preference.
(a) Any classified service employee who achieves a passing score on an examination shall be
credited with an additional one -half (Y) point for each year of City classified service completed as
of the date of examination, except for fire or police promotional examinations for those classes
listed in Section 6 -4 -8 or Section 6 -4 -9 of this Code, where only City classified service as
firefighters or certified peace officers, respectively, shall be so credited [, and except that the
maximum number of seniority preference points which may be added to a passing score on a
promotional examination for the rank of Police Sergeant, Police Captain or Deputy Police Chief
shall be five (5)].
(b) Employee candidates, except firefighters or certified peace officers, who were reappointed
to the classified service after a voluntary separation from such service, shall be credited only for
those years of service completed since such reappointment.
(c) the maximum number of seniority preference points which may be added to a passing score
on a promotional examination for the rank of Police Sergeant, Police Captain or Deputy Police
Chief shall be five (5).
(d) the maximum number of seniority preference points which may be added to the passing
score on any examination for the civil service classes of police patrol officer, firefighter or any civil
service class in the general services bargaining unit shall be ten (10).
(e) except as provided in section (c) above, the maximum number of seniority preference
points which may be added to the passing score on any examination for any civil service class not
included in the police, fire or general services bargaining units shall be ten (10).
SECTION 2
This ordinance shall take effect January 1, 2006, and shall apply to all civil service
examinations given on or after that date.

ISSUE
Should City Council adopt this amendment?
RECOMMENDATION
The City Manager and Director of Human Resources recommend adoption of this
amendment. The PAGE (general services) union recommends adoption of this
amendment as it affects general service management positions. IAFF Local #3
(fire union) opposes the amendment as it applies to the rank of Deputy Fire Chief
but does not oppose the remainder of the amendment. The Civil Service
Commission takes no position because the amendment does not relate to a
matter within its jurisdiction.
BACKGROUND
The only substantive change in CSC Rule 25 is a limit on seniority points for
several categories of civil service examinations. For details, please see the
attached Report to the City Council from the Civil Service Commission.
