HomeMy WebLinkAbout07412ORDINANCE NO. 7412 AN ORDINANCE EXTENDING THE TERM OF THE CURRENT COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF PUEBLO AND THE PUEBLO ASSOCIATION OF GOVERNMENT EMPLOYEES AND FIXING COMPENSATION FOR 2007 FOR ALL CITY OF PUEBLO EMPLOYEES IN THAT BARGAINING UNIT WHEREAS, the City Council decision to extend the term of the current collective bargaining agreement by and between the City of Pueblo and the Pueblo Association of Government Employees was formalized by Ordinance No. 7244 passed December 13, 2004; and WHEREAS, this Ordinance extends the term of said agreement upon the same terms and conditions, except that wages beginning January 1, 2007 shall be as provided in Article 15 of said agreement and health insurance coverage will be provided as in Article 25 of said agreement; and WHEREAS, section 3 -17 of the City Charter requires that every Council act fixing compensation shall be by ordinance; and WHEREAS, Article 10 section 20 of the Constitution of Colorado (the 'Tabor Amendment') could be interpreted to require that compensation for each year of the Pueblo Association of Government Employees (PAGE) collective bargaining agreement be authorized by a separate ordinance: Therefore, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO. that: SECTION 1. The monthly pay rate for all employees in each class of the PAGE bargaining unit shall be increased by 3.0% over the amount set by the ordinances for the preceding year, plus an additional $50,000 shall be allocated to positions significantly below other classes in the pay scale, as set forth in Article 15 Section 1. SECTION 2. All other articles of the existing collective bargaining agreement shall remain unchanged. SECTION 3. This ordinance shall become effective January 1, 2007. RECOMMENDATION City Administration recommends approval. BACKGROUND The collective bargaining agreement between the City of Pueblo and the Pueblo Association of Government Employees for 2006 will expire December 31, 2006. This is a three -year contract, provided that all items with a financial impact for fiscal years 2006 and 2007 are subject to approval and appropriation by City Council. Subject to such approval and appropriation, the third year of the agreement will become effective January 1, 2007 and expire on December 31, 2007. Changes to the agreement for 2007 are as follows: Article 15 3.00°x6 wage increase plus an additional $50,000 for salary adjustments for those classes significantly below other classes in the pay scale. Article 25 Agreement to modify health coverage if Police or Fire receive increases FINANCIAL IMPACT 2007 Wages will cost approximately $400,000 or about 3.5% of payroll. All items with a financial impact are subject to appropriation and approval of City Council.
