HomeMy WebLinkAbout07396ORDINANCE NO. 7396 AN ORDINANCE ESTABLISHING A CAPITAL IMPROVEMENT PROJECT IN THE AMOUNT OF $270,000, BUDGETING AND APPROPRIATING THE SAME, AND APPROVING GRANT AGREEMENTS BETWEEN THE CITY OF PUEBLO, A MUNICIPAL CORPORATION, AND THE STATE BOARD OF THE GREAT OUTDOORS COLORADO TRUST FUND, THE STATE OF COLORADO FOR THE USE AND BENEFIT OF THE DEPARTMENT OF LOCAL AFFAIR'S ENERGY AND MINERAL IMPACT ASSISTANCE PROGRAM, THE DAVID AND LUCILE PACKARD FOUNDATION, AND ACCEPTING A DONATION FROM THE ST. MARY - CORWIN FOUNDATION RELATING TO THE MINNEQUA PARK AQUATIC PLAYGROUND PROJECT, AND AUTHORIZING THE PRESIDENT OF COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo has received a $125,000 grant from the State Board of the Great Outdoors Colorado Trust Fund; a $100,000 grant from the Energy and Mineral Impact Assistance Program from the State of Colorado for the use and benefit of the Department Of Local Affairs; a $25,000 grant from the David and Lucile Packard Foundation; and a $20,000 donation from the St. Mary - Corwin Foundation to build the Aquatic Playground project at the Minnequa Park, subject to the execution of the grant agreements; and BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO. that: SECTION 1. A Capital Improvement Project is hereby established, budgeted and appropriated in the amount of $270,000 and is known as the Minnequa Park Aquatic Playground project, Account No. PLO505. SECTION 2. A Grant Agreement between the City of Pueblo, a Municipal Corporation, and the State Board of the Great Outdoors Colorado Trust Fund for providing $125,000 in funds for the project, Contract No. 05327, a copy of which is attached hereto having been approved as to form by the City Attorney, is hereby approved. An Agreement between the City of Pueblo, a Municipal Corporation, and the State of Colorado for the use and benefit of the Department Of Local Affair's Energy and Mineral Impact Assistance Program for providing $100,000 in funds for the project, a copy of which is attached hereto having been approved as to form by the City Attorney, is hereby approved. SECTION 4. An Agreement between the City of Pueblo, a Municipal Corporation, and the David and Lucile Packard Foundation for providing $25,000 in funds for the project, Contract No. 2005 - 28325, a copy of which is attached hereto having been approved as to form by the City Attorney, is hereby approved. SECTION 5. The $20,0000 donation from the St. Mary - Corwin Foundation is hereby accepted. The City's $300,000 match will be provided from the Bath House Renovation Project - No. CP0223. SECTION 6. The President of City Council is hereby authorized to execute and deliver the Agreements described in Sections 2, 3 and 4 hereof, in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. MARY - CORWIN FOUNDATION RELATING TO THE MINNEQUA PARK AQUATIC PLAYGROUND PROJECT, AND AUTHORIZING THE PRESIDENT OF COUNCIL TO EXECUTE SAME ISSU Should the City Council establish, budget and appropriate a capital project in the amount of $270,000 for the Minnequa Park Aquatic Playground Project, approve grant agreements and accepting a donation that will be providing the necessary funds for the project, and authorize the President of Council to execute same? RECOMMENDATION Approval of the Ordinance. BACKGROUND The City has received several grants and a donation to fund the Minnequa Park Aquatic Playground project. The Aquatic Playground will consist of constructing a large "dry basin" that will have an assortment of equipment that will spray water at the playground users. The playground will be operated as a stand -alone fountain that will have it's own treated water system. Improvements will include; concrete basin, aquatic playground equipment, a small pool slide, a re- circulating pump system, holding tank, relocate irrigation system, and a security fence. The funding for the Bath House Renovation project, which is adjacent to the existing swimming pool, will be used to match the project. The new - larger bathhouse and the Aquatic Playground will provide a unique water park / swimming pool facility for the community. The new bathhouse will include ADA accessible showers, restrooms, concession sales area, first aid station, and lifeguard room. The project will be constructed in FY 2006. FINANCIAL IMPACT The funding for the project will be established, budgeted and appropriated in the amount of $270,000 in the "Minnequa Park Aquatic Playground ", Project No. PL0505. The $300,000 in matching funds will be provided from Project Account CP0223.
