AN ORDINANCE SUBMITTING TO A VOTE OF THE REGISTERED ELECTORS OF
THE CITY OF PUEBLO AT THE GENERAL MUNICIPAL ELECTION TO BE HELD ON
NOVEMBER 8, 2005 PROPOSED AMENDMENTS TO ARTICLE 17 OF THE
CHARTER OF THE CITY OF PUEBLO RELATING TO MUNICIPAL ELECTIONS
ISSUE
Shall the City Council submit to a vote of the People on November 8, 2005 amending
Article 17 of the Charter of the City of Pueblo relating to municipals elections and the
date of holding a general municipal election?
Submit the proposed amendment to a vote of the People.
The provision of the Charter of the City of Pueblo concerning the date of holding a
General Municipal Election conflicts with the State Statutes and presents difficulties in
the holding of coordinated elections.
The longstanding language of general municipal elections being held on the first
Tuesday after the first Monday in November is in conflict with the passage of the TABOR
election provisions to hold elections on the First Tuesday in November of Odd -
Numbered Years. The proposed deletion of "after the first Monday" provides
consistency with Article X Section 20 3(a) of the Colorado Constitution.
FINANCIAL IMPACT:
If the dates are not changed, the City will be faced with conducting it's own election
again in 2011. The estimated cost for conducting the 2005 General Municipal Election
as a separate Mail Ballot Election is $150,000.00.
