HomeMy WebLinkAbout07350ORDINANCE NO. 7350 AN ORDINANCE AMENDING THE CITY OF PUEBLO FISCAL YEAR 2005 STAFFING LEVEL FOR THE WASTEWATER DEPARTMENT BY ADDING ONE WASTEWATER RECLAMATION WORKER I POSITION WHEREAS, the City of Pueblo has a need for a specialized staff to operate and maintain the wastewater collection and treatment system; and WHEREAS, increased staffing in the sanitary sewer maintenance and operation group is necessary to maintain compliance with new federal and State regulations; BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter being deleted, underscoring indicates matter being added) SECTION 1. RECOMMENDATION Approval of the Ordinance. BACKGROUND The City of Pueblo owns and operates the James R. Diiorio Water Reclamation Facility to treat municipal wastes. The facility is staffed around the clock. In 2002, the City Manager determined that all shifts would be staffed with a minimum of two persons for safety. The State of Colorado and the City of Pueblo's job classifications require certification for Water Reclamation Facility operators. Retirements since 2002 have reduced operations staffing at the Water Reclamation Facility to the point where there are barely enough certified operators to fill regular shifts. Vacation, sick leave, and training needs create significant staffing problems. Additional staffing is needed to maintain shift coverage. FINANCIAL IMPACT Funding for this position is available from the Sewer User's Fund. The new position represents an incremental increase of only $2,800 over the funds already committed to salaries for Water Reclamation Facility employees in 2005.
