HomeMy WebLinkAbout07334ORDINANCE NO. 7334 AN ORDINANCE EXTENDING THE TERM OF THE CURRENT COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF PUEBLO AND THE INTERNATIONAL ASSOCIATION OF FIRE FIGHTERS LOCAL 3 AND FIXING COMPENSATION FOR 2006 FOR ALL CITY OF PUEBLO EMPLOYEES IN THAT BARGAINING UNIT WHEREAS, the City Council decision to extend the term of the current collective bargaining agreement by and between the City of Pueblo and the International Association of Fire Fighters Local 3 was formalized by Ordinance No. 7242 passed December 13, 2004; and WHEREAS, this Ordinance extends the term of said agreement upon the same terms and conditions, except that wages beginning January 1, 2006 shall be as provided in Article 10 of said agreement and health insurance coverage will be provided as in Article 24 of said agreement; and WHEREAS, section 3 -17 of the City Charter requires that every Council act fixing compensation shall be by ordinance; and WHEREAS, Article 10 section 20 of the Constitution of Colorado (the "Tabor Amendment') could be interpreted to require that compensation for each year of the International Association of Fire Fighters Local 3 (IAFF) collective bargaining agreement be authorized by a separate ordinance; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The monthly pay rate will increase by 5.25% for the top step in each rank and by 3% for every other step over the amount set by the ordinances for the preceding year, as set forth in Article 10 and the monthly contribution for health insurance coverage will increase for single plus spouse, single plus child (or children) or family health insurance coverage will increase from a 70% match to a 75% match as set forth in Article 24 of the current collective bargaining agreement between the City of Pueblo and the International Association of Fire Fighters Local 3. SECTION 2. All other articles of the existing collective bargaining agreement shall remain unchanged. SECTION 3. This ordinance shall become effective January 1, 2006. RECOMMENDATION City Administration recommends approval. BACKGROUND The current collective bargaining agreement between the City of Pueblo and the International Association of Fire Fighters Local 3 expires December 31, 2005. This is a two -year contract, provided that all items with a financial impact for fiscal year 2006 are subject to approval and appropriation by City Council. Subject to such approval and appropriation, the second year of the agreement will become effective January 1, 2006 and expire on December 31, 2006. Changes to the agreement for 2006 are as follows: Article 10 5.25% wage increase for the top step in each rank and 3% for every other step. Article 24 Health benefit plans increase to a 75% City contribution for single plus spouse, single plus child (or children) or family health insurance coverage. FINANCIAL IMPACT 2006 Wages will cost approximately $335,000 or about 4.5% of payroll. The monthly contribution for single plus spouse, single plus child (or children) or family health insurance coverage will increase from a 70% match to a 75% match at a cost of approximately $50,000.
