AN ORDINANCE AUTHORIZING THE CITY OF PUEBLO TO ENTER INTO THE SECOND YEAR
OF A CONTRACT WITH THE COLORADO DEPARTMENT OF LOCAL AFFAIRS, EIAF GRANT
4594 — PUEBLO ADMINISTRATIVE INTERN, FOR 2005, AND BUDGETING AND
APPROPRIATING $13,000 IN FUNDS FOR SAME
WHEREAS, the Pueblo City Council's current goals include implementation of
neighborhood plans, quality housing choices, and upgraded quality neighborhoods; and
WHEREAS, The City of Pueblo has carried out the first year of the two -year EIAF Contract
No. 4594 during 2004, and
WHEREAS a $13,000 match from Community Development Block Grant funds has been
budgeted and appropriated for the required match for 2005.
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
EIAF Contract 4594 is hereby approved and accepted for 2005, the second year of
performance under the Contract.
SECTION 2.
Thirteen thousand dollars ($13,000) from EIAF Contract No. 4594 is hereby budgeted and
appropriated for the Pueblo Administrative Intern Project.

Shall City Council accept EIAF contract 4594 for the second year of the two -year
contract, and budget and appropriate funds accepted to provide administrative
intern services for the East and West Side neighborhoods, as identified within
Exhibit A, Scope of Services, of the attached Contract.
RECOMMENDATION
Adoption of Ordinance
BACKGROUND
The City of Pueblo is currently completing the first year of a two -year Financial
Assistance Grant from the Department of Local Affairs to fund the hiring of an
intern through the University of Colorado at Denver, Best and Brightest Internship
Program for the purposes of supporting the Departments of Planning and
Housing and Citizen Services. The intern serves administrative needs of the
East and West Side Neighborhood Associations, as well as the implementation
of Neighborhood Plans for these two neighborhoods. The City's neighborhood
planner, in collaboration with the two affected neighborhood associations, has
established the program of work. The neighborhood planner serves as the
intern's immediate supervisor. The intern has been and will continue to be
housed in the Department of Housing and Citizen Services office. The present
ordinance extends the City's commitment to the funding for the second year of
the two -year grant period.
FINANCIAL IMPACT
The budget for the second year of the internship will be $26,000. Of this amount,
$13,000 will come from the EIAF No. 4594 Pueblo Administrative Intern Contract
with the Colorado Department of Local Affairs, and $13,000 will come from
Community Development Block Grant Administrative funds. The City will incur
certain expenses in administering the contract, providing a computer and office
space, and supervising the intern.
