HomeMy WebLinkAbout07249ORDINANCE NO. 7249 AN ORDINANCE APPROVING AN INCREASE OF THE CITY FEDERAL OPERATING GRANT (5307) MATCHING FUNDS, FROM THE CITY'S GENERAL FUND RESERVE TO THE PUEBLO TRANSIT OPERATING BUDGET TO COVER A DEFICIT IN THE CITI -LIFT OPERATIONAL BUDGET, AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE THE SAME, AND APPROPRIATING FUNDS THEREFOR WHEREAS, City of Pueblo has received an operating grant from the United States of America, Department of Transportation, Federal Transit Administration, to fund Pueblo Transit FY 2004 operations, including funding for Citi -Lift operations for paratransit services; now Therefore BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 _ The President of City Council is hereby authorize to make a transfer of funds from the City's General Funds Reserve account into the Pueblo Transit's FY 2004 operational budget for the purpose of covering a deficit in the Citi -Lift operational budget, making available $38,000 City matching funds. SECTION 2. Funds in the amount of $76,000 are hereby appropriated for Citi -Lift services including $38,000 in Federal Grant funds, and $38,000 to be transferred from the City's General Fund Reserve account into Pueblo Transit's FY 2004 operational budget. RECOMMENDATION Approval of Ordinance. BACKGROUND SRDA has requested $76,000 to cover operational budget deficits for Citi -Lift operations caused by significant increases in ridership. (See attached letter). To accomplish this the City would be required to increase Pueblo Transit's operational budget by allocating $38,000 from the general fund reserve, which would be matched (50 %) from the City's 5307 grant funding from the Federal Transit Administration (FTA) for FY 2004. Since July 2003 the Citi -Lift program had experienced a significant increase in overall monthly trips, revenue hours and revenue miles. In addition, the overall demand for paratransit services in the City had increase significantly due to other agencies budgetary restrictions in their transportation services. FINANCIAL IMPACT The anticipated expenditure for this project is $76,000. The Federal share is $38,000. To complete the project a local City match of $38,000 (50 %) is required to be transferred from the City's General Fund Reserve account into Pueblo Transit's FY 2004 operating budget.
