HomeMy WebLinkAbout07225ORDINANCE NO. 7225 AN ORDINANCE ESTABLISING RATES AND CHARGES FOR TRANSPORTATION SERVICES EFFECTIVE JANUARY 1, 2005 WHEREAS, the city's mass transportation system is operated by Pueblo Transit as an agency and instrumentality of the City of Pueblo, and WHEREAS, the rates and charges for transportation services have not been increased since July 14, 1997, and WHEREAS, Pueblo Transit evaluated the fare structure of the transportation system and recommended raising fares, and WHEREAS, transportation system operating funds are derived from 50/50 match between the Federal Transit Administration and the City of Pueblo, with revenue received offsetting the City of Pueblo's match, and WHEREAS, additional sources of revenue must be obtained for the continuation of transportation service and to offset the costs associated with the increased demand in paratransit services and fuel increases, and WHEREAS, public hearings were held after public notices on August 26, 2004 and September 7, 2004 with 34 citizens in attendance who provided valuable input and modifications to the increases, and WHEREAS, the Transit Advisory Committee met on October 5, 2004 and approved by consensus the proposed rates, Now, Therefore, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: QP(`T1r)K1 'I The following rates and charges for transportation services are hereby fixed and established effective January 1, 2005: Current Proposed Adult $0.75 $1.00 Students $0.50 $0.75 Elderly & Disabled $0.35 $0.50 Citi -Lift $1.50 $2.00 Adult Monthly Pass $20.00 $30.00 Student Monthly Pass $15.00 $22.50 Elderly & Disabled Monthly Pass $10.00 $15.00 Citi -Lift Monthly Pass Gross Monthly Income < $600 /mo. $20.00 $20.00 $601- $1,250 /mo. $20.00 $30.00 > $1,250 /mo. $20.00 $40.00 SECTION 2_ Citi -Lift monthly pass fares will be charged based on the monthly household income level. DIRECTOR OF PUBLIC WORKS TITLE AN ORDINANCE ESTABLSIHING RATES AND CHARGES FOR TRANSPORTATION SERVICES EFFECTIVE JANUARY 1, 2005 ISSUE Should the City Council increase fares effective January 1, 2005 for the continuation of current transportation services and to offset costs associated with the increased demand in the paratransit service and fuel increases. RECOMMENDATION Approval of Ordinance. BACKGROUND There has not been a fare increase for public transportation services since July 1997. Since that date transportation ridership has increased 30%. There have also been slight increases in annual revenue miles and revenue hours with extensions to the Red Creek and Fairmount Park routes and the addition of the Lake Avenue route. There has also been a significant increase in monthly paratransit trips (SRDA contracted "Citi- Lift"). The average number of monthly Citi -Lift trips was 2,210 prior to 2004. Because of Medicare transportation reductions and other factors the average number of monthly trips for 2004 is 2,687. Fuel costs have increased substantially as well. The average cost to provide one ride on a city bus is $3.33. The average cost to provide one Citi-Lift ride is $12.53. FINANCIAL IMPACT If the proposed fares are approved we anticipate additional fare box revenue of approximately $120,000 next year. This additional revenue will decrease both the general fund subsidy and the Federal Transit Administration's subsidy by $60,000. The additional revenue is calculated in Pueblo Transit's 2005 budget submittal. The majority of the 2005 operating increases stem from the paratransit increase and fuel price increase.
