HomeMy WebLinkAbout07217"As Amended" 10 -12 -2004 ORDINANCE NO. 7217 AN ORDINANCE AMENDING SECTION 6 OF CHAPTER 8 OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE ELIGIBLE LIST FOR ENTRY LEVEL FIREFIGHTERS WHEREAS, the Fire Recruitment Committee, Fire Chief and the Human Resources Director recommend that the following modification to the certification of names on the entry level firefighter list will best meet the needs of the Fire Department and the City, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter deleted, underscoring indicates matter added) SECTION 1 Paragraph a of Subsection (6), Section 6, Chapter 8 of Title VI of the Pueblo Municipal Code is amended to read as follows: The Director shall forward a copy of the appropriate class specification to the Civil Service Commission, with a request for certification of the names of the five (5) highest- ranking persons on the appropriate eligible list except for entry level firefighters which will be a request for the certification of the names of the twenty (20) highest - ranking persons on the eligible list SECTION 2 Paragraph a of Subsection (6), Section 6, Chapter 8 of Title VI of the Pueblo Municipal Code is amended to read as follows: If less than five (5) names appear on an eligible list, or twenty (20) names on the entry level firefighter eligible list, the City Manager may either request that the Commission establish a new eligible list, or may accept a certification of less than five (5) names or twenty (20) names in the case of entry level firefighter SECTION 3 Subsection (8) of Section 6 of Chapter 8 of Title VI of the Pueblo Municipal Code is amended to read as follows: Notwithstanding any provision of Subsection (6) above, any vacancy in a position in a class included in the other classified employees bargaining unit which is not filled by one (1) of the methods set out in Subsections (1) through (4) above shall be subject to the Rule of Three procedure set out in Subsection (5) above rather than the Rule of Five or Rule of Twenty procedures set out in Subsection (6) above, unless otherwise provided in the collective bargaining agreement covering the other classified employees. SECTION 4 This ordinance shall become effective on January 1, 2005 and shall be automatically repealed effective January 1, 2008, and such repeal shall reinstate the sections of the Pueblo Municipal Code amended hereby as the same existing prior to the effective date of this Ordinance. RECOMMENDATION The Ordinance be approved BACKGROUND Due to the anticipated retirements in the Fire Department, we are expecting that we will need to hire 25 or more entry-level firefighters in 2006 and 2007. The Human Resources Director and the Fire Chief found it necessary to take aggressive recruitment initiatives to target our local population. Among these initiatives was the formation of a Fire Recruitment Committee made up of Community Leaders, City employees, Civil Service Commission members and union officials. Our current rules allow the certification of the top five (5) persons on the Civil Service List. It is recommended that this number be increased to twenty (20) to add the ability to look at a larger pool of qualified applicants. FINANCIAL IMPACT None, this ordinance only changes the number of certified names that Human Resources will receive from the Civil Service Commission.
