HomeMy WebLinkAbout07212Reception 1588768 10/08/2004 ORDINANCE NO. 7212 AN ORDINANCE DESIGNATING THE EDGAR OLIN HOUSE, 727 W. 13 St., AS A LOCAL HISTORIC LANDMARK WHEREAS, the City of Pueblo's Historic Preservation Code, Title IV, Chapter 14, declares that the City shall identify, designate and preserve those buildings, objects, monuments, structures and sites which reflect outstanding elements of the community's architectural and cultural heritage; and WHEREAS, the present application was initiated by the property owner, and the City's Historic Preservation Commission has reviewed the application for designation of the Edgar Olin House as a Local Historic Landmark, and has recommended to the Planning and Zoning Commission the designation of this resource; and WHEREAS, the City Planning and Zoning Commission has reviewed the Historic Preservation Commission's recommendation and the designation application and submitted its recommendation thereon for landmark designation to Council; BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The City Council finds and determines that the Edgar Olin House (Lots 7 + 8, Block 3, Craig's Addition) embodies those distinguishing characteristics of an architectural -type or engineering specimen; and is associated with the life of persons significant in the past, as defined in the Pueblo Historic Preservation Code Sec. 4 -14-8. SECTION 2. The City Council hereby designates the Edgar Olin House as a local Pueblo Historic Landmark, subject to the benefits, obligations and restrictions resulting from such designation as described in Title IV, Chapter 14 of the Pueblo Municipal Code. SECTION 3. This ordinance shall become effective immediately upon final passage and approval, and a certified copy of this ordinance shall be recorded in the records of the Pueblo County Clerk and Recorder by the City Clerk. RECOMMENDATION Adoption of Ordinance As is detailed in the Historic Preservation Commission's recommendation, the Olin House was found to "embody those distinguishing characteristics of an architectural -type or engineering specimen' (Sec. 4- 14- 8(a)(2b)). It is further found to be "associated with the life of a person or persons significant in Pueblo's past" (Sec. 4- 14- 8(a)(1a)). Having most of its features grounded in the Italianate style, the Olin House is the best example of residential, single dwelling Italianate architecture on the north side and quite possibly the city in its entirety. The Olin House exhibits features that are common to the Italianate style; however the expression of these features is uncommon to the style's application in residential structures. Some of these features include the eave bracketry, which is highly ornate in its carving, its carved lintels, and the three-story entrance tower with its pair of double doors. Most significant, it is symmetrical in nature, with bay windows and octagonal portions at each comer. The Olin House at 727 W. 1 e Street has historical significance for many reasons. It was one of the first structures completed in the area known as the Craig Addition. The imposing structure stands at the corner of 13"' and Craig, which became a busy thoroughfare leading to the Colorado State Hospital with the street car route running right by the house. The house was the residence of the prominent Pueblo pioneer and businessman, Edgar W. Olin. A later resident was the Honorable Judge James W. Coulter, early Pueblo County Judge, first choice of Governor Adams to the Colorado Supreme court, and Chairman of the Pueblo County Democratic Central Committee.
