AN ORDINANCE APPROVING A NEIGHBORHOOD PLAN FOR THE WEST SIDE
NEIGHBORHOOD
WHEREAS, pursuant to Section 12 -5 of the Charter of the City of Pueblo, the Planning and
Zoning Commission is authorized to prepare and submit to the City Council for its approval a
master development plan for the physical development of the City and to recommend such
modifications of said plan, as it deems to be in the City's interest, and
WHEREAS, the 2004 West Side Neighborhood Plan ( "Plan ") has been reviewed by the
Planning and Zoning Commission and recommended by it for approval to the City Council as
consistent with and an extension of the Pueblo Regional Comprehensive Development Plan -
2002. NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The 2004 West Side Neighborhood Plan ( "Plan ") is hereby approved. The Plan is advisory
only and establishes non - binding policies and guidelines for the physical development of the area
covered by the Plan. All existing zone districts and uses within the area covered by the Plan are
permitted and allowed to continue until the zone districts and uses are amended. Where there is a
conflict between the Plan and City's Official Zoning Map, zoning ordinances or regulations, the
Official Zoning Map, zoning ordinances and regulations shall prevail, and where there is a conflict
between the Plan and the Pueblo Regional Comprehensive Development Plan - 2002, the Pueblo
Regional Development Plan - 2002 shall control until such time as the Pueblo Regional
Comprehensive Plan - 2002 shall be amended.
SECTION 2.
This Ordinance shall become effective upon final passage and approval.

In 2002, the City entered into a planning process and committed Community
Development Block Grant funds to complete a neighborhood plan for the West
Side Neighborhood. The completed plan addresses land use, community
development, infrastructure and public facility needs, housing, economic
development and historic preservation, addressing a 15 year planning horizon.
The plan emphasizes specific implementation activities. Included in the public
input process for the plan were a comprehensive neighborhood survey and a
yearlong series of public meetings. The Hyde Park Neighborhood Association
has endorsed the Plan.
The Planning and Zoning Commission voted 6-0 on July 14, 2004 to adopt the
plan.
