PL0406, TO BE KNOWN AS THE PUEBLO MOUNTAIN PARK WILDFIRE MITIGATION PROJECT, BUDGETING AND APPROPRIATING $90,000 FOR SAID PROJECT, AND AUTHORIZING THE USE OF AVAILABLE FUNDS FROM CAPITAL PROJECT CP0219 WHEREAS, City Council supported the submittal of an application to the Colorado State Forest Service Western States Wildland Urban Interface grant program to secure funding for the selective removal of trees at Pueblo Mountain Park to reduce wildland fire impacts; and WHEREAS, the City of Pueblo received notification from the Colorado State Forest Service of a grant of $45,000 in July of 2004 for the Pueblo Mountain Park Wildfire Mitigation Project; and WHEREAS, the City of Pueblo will be required to commit $15,000 cash and $30,000 of in- kind services for the Pueblo Mountain Park Wildfire Mitigation Project; BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: .qFr.T101\1 1 Capital Project No. PL0406, to be known as the Pueblo Mountain Park Wildfire Mitigation Project, is hereby established. $90,000 is hereby budgeted and appropriated for the project. .qFrT1nN 9 City Council finds and determines that funds for the Pueblo Mountain Park Wildfire Mitigation Project are being provided from the following sources: Colorado State Forest Service Funds $ 45,000 Conservation Trust Funds $ 15,000 City Parks Department (in -kind) $ 30,000 SECTION 3. Conservation Trust Funds in the amount of $15,000 previously budgeted and appropriated for the Project CP0219 (Pueblo Mountain Park Forest Management) are hereby authorized to be used as match for Project PL0406. SECTION 4. This Ordinance shall become effective upon final passage and approval. PI-0406, TO BE KNOWN AS THE PUEBLO MOUNTAIN PARK WILDFIRE MITIGATION PROJECT, BUDGETING AND APPROPRIATING THE AMOUNT OF $90,000 FOR SAID PROJECT, AND AUTHORIZING THE USE OF AVAILABLE FUNDS FROM CAPITAL PROJECT CP0219. ISSUE Should City Council establish Capital Project No. PL0406 for the Pueblo Mountain Park Wildfire Mitigation Project, budget and appropriate $90,000 for the project, and authorize the use of funds from Capital Project No. CP0219 to be used as a portion of the local match? RECOMMENDATION Approval of the Ordinance. BACKGROUND The Pueblo Mountain Park Wildfire Mitigation Project will provide fuel reduction practices on 25 acres within the eastern 300 acres of Pueblo Mountain Park that contains developed sections of the park. The project boundary contains the south side of the main entrance to the park which will reduce the possibility of a fire leaving the park area and damaging private homes. In October of 2003, the City submitted a grant request in the amount of $50,000 to the Colorado State Forest Service for wildfire mitigation actions at Pueblo Mountain Park (see attached grant cover page and budget). In July of 2004 the City received notification of a $45,000 grant award from the Colorado State Forest Service to assist in funding the project. The City Parks Department, per the grant document as amended by Colorado State Forest Service, will commit $30,000 of in -kind services to the project which includes $20,000 in wages and $10,000 for operating and City equipment use. The estimated budget for the Pueblo Mountain Park Wildfire Mitigation Project is as follows: $ 45,000 - Colorado State Forest Service Grant 15,000 - City of Pueblo Cash Match 30.000 - City Parks Department In -Kind Services $ 90,000 TOTAL COST A resolution requesting the approval of the grant agreement between the City and the Colorado State Forest Service is being submitted concurrently with this ordinance. The project is scheduled to begin in October of 2004 and be completed in June of 2005, weather permitting. The project will complete another phase of fire mitigation in the park that was initiated in 2002. FINANCIAL IMPACT The City of Pueblo will transfer $15,000 in cash match from 2004 Conservation Trust Funds appropriated for Pueblo Mountain Park Forest Management (Project No. CP0219) and utilize funds to be received in the amount of $45,000 from the Colorado State Forest Service Western States Wildland Urban Interface Grant Program, along with $30,000 of City Parks Department in -kind contribution. The Colorado State Forest Service funds ($45,000) will be used to contract the cutting and removal of the trees, assist with equipment rental costs, and design and marking of trees within the project area.
