AN ORDINANCE ORGANIZING THE DEPARTMENT OF PLANNING AND THE DEPARTMENT
OF LAND USE ADMINISTRATION AS THE BUREAU OF COMMUNITY DEVELOPMENT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
Pursuant to Section 3 -12 of the Charter of the City of Pueblo the Department of Planning
and the Department of Land Use Administration are hereby organized as the Bureau of Community
Development, the director or head of which shall be an assistant city manager appointed by and
subject to the City Manager. The Director of the Department of Planning and the Director of the
Department of Land Use Administration shall be directly responsible to the Director of the Bureau
of Community Development. The Director of the Bureau of Community Development may be
appointed as the Director of Planning and /or the Director of Land Use Administration.
SECTION 2
The Bureau of Community Development shall be responsible for the general administration
of the Department of Planning and the Department of Land Use Administration and such other
functions as determined by resolution of the City Council.
SECTION 3
This Ordinance shall become effective upon final approval and passage.

ISSUE
Should the City Council organize the Department of Planning and the Department of Land
Use Administration as the Bureau of Community Development?
RECOMMENDATION
Approve the Ordinance.
BACKGROUND
On January 27, 2003 the City Council created the Department of Land Use Administration,
and on February 24, 2003 established a budget. This Ordinance, pursuant to Section 3 -12
of the Charter of the City of Pueblo, will organize the Department of Planning and the
Department of Land Use Administration, as the Bureau of Community Development and
establish a director or head of the Bureau, which shall be an Assistant City Manager
appointed by the City Manager. The Ordinance also establishes the lines of administrative
responsibility. The Director of the Department of Planning and the Director of the
Department of Land Use Administration shall be directly responsible to the Director of the
Bureau of Community Development. This Ordinance also allows the Director of the
Bureau of Community Development to be appointed and serve in the capacity of the
Director of Planning and/or the Director of Land Use Administration.
FINANCIAL IMPACT
None, this Ordinance establishes the organizational framework. The position of the
Director of Land Use Administration is currently filled. This Ordinance will allow the
Assistant City Manager to also serve as the Director of Planning, therefore the previous
position of Director of Planning will not be filled.
