INTRODUCED June 14, 2004 Background Paper for Proposed ORDINANCE .. #/x/59 AGENDA ITEM # a DATE: JUNE 14, 2004 DEPARTMENT: CHIEF JAMES W. BILLINGS, JR. POLICE DEPARTMENT TITLE AN ORDINANCE APPROVING THE BUDGET AND APPROPRIATION OF FUNDS IN THE SEIZED PROPERTY ACCOUNT IN THE AMOUNT OF $75,000 FOR USE AND BENEFIT OF THE POLICE DEPARTMENT ISSUE Whether to allow the purchase of bullet -proof vests (body armor) for each officer employed by the Pueblo Police Department, and to allocate additional funds for the training of officers. RECOMMENDATION The department recommends approval of this ordinance. BACKGROUND The current body armor worn by police officers does not afford them the protection that they need, and has been found to be defective. That is, the fabric in the vests will not stop various types of bullets. Additionally, 30% of our officers do not have body armor because there never has been enough vests for every officer. In addition, funds are being requested for officers attending the Rocky Mountain Women in Law Enforcement fall training, and for supervisory training to maintain the efficiency of the officers. FINANCIAL IMPACT The funds in the Seized Property Account are confiscated funds from drug arrests. The Colorado Revised Statutes stipulates that the funds are to be used for the benefit of the police department. These funds have been received by the City. Police body armor will utilize $60,000 and training for supervisors and Rocky Mountain Women in Law Enforcement will utilize $15,000.
