TITLE
AN ORDINANCE APPROVING AND PROVIDING FOR THE EXECUTION OF GRANT
AGREEMENTS BETWEEN THE CITY OF PUEBLO AND THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT (HUD) CONCERNING THE YEAR 2004
HOME PROGRAM AND COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
AND THE FUNDING THEREFORE AND AMENDING ORDINANCE NUMBER 7085
ISSUE
The City Council on December 22, 2003 approved Ordinance number 7085 which submitted
the CDBG and HOME FY 2004 application the U.S. Department of Housing and Urban
Development (HUD). HUD approved the application and the City must now execute the
attached grant agreements.
RECOMMENDATION
Approve the ordinance and sign the grant agreement, thereby, allowing City staff to
implement the City of Pueblo FY 2004 CDBG and HOME projects identified in the
Consolidated Plan.
BACKGROUND
The City of Pueblo submitted on December 30, 2003, a federal application for CDBG and
HOME funds for the year 2004. HUD has approved that FY 2004 application and one year
action plan submitted by the City of Pueblo and the city must now enter a grant agreement.
FINANCIAL IMPACT
The amount of the Community Development Block Grant funds to be allocated to the
City of Pueblo in 2004 is $1,971,000 and $965,679 in HOME funds. This is an increase
from the budgeted amounts for both grants ( $71,000 for CDBG and $65,679 in HOME).
The 2004 funding is less than the 2003 grant. In 2003, the City received $2,009,000 in
CDBG and $968,009 in HOME.
