The zoning restrictions covering the following described property be changed from 1 -2, Light Industrial District, to R -4, Mixed Residential District, and upon passage of this ordinance, zoning restrictions affecting R -4, Mixed Residential District shall apply to said property: LOTS 11, 12, 13, 15, 16, 18, & 19 OF COLLINS SUBDIVISION AND LOTS 3, 4, 5 BLOCK 91 OF CONLEYS ADD SUBDIVISION, and more commonly known as: 605, 607, 608, 613, 615, 616, 619, & 621 EAST 11 STREET. SECTION 2_ This ordinance shall become effective immediately upon final passage and approval. TITLE AN ORDINANCE CHANGING ZONING RESTRICTIONS FROM 1 -2 TO R-4 COVERING A PARCEL OF LAND COMMONLY KNOWN AS 605, 607, 608, 613, 615, 616, 619, & 621 EAST 11 STREET ISSUE Shall City Council approve a request to rezone the properties from an 1 -2, Light Industrial District to an R-4, Mixed Residential District? The Planning and Zoning Commission voted unanimously (6 -0) to recommend approval of the rezoning. BACKGROUND This rezoning request has been submitted for properties located at 605, 607, 608, 613, 615, 616, 619, & 621 East 11th Street. There is a mixture of land uses in this area including all of the houses which are zoned 1 -2 with a legal nonconforming residential use status. Potential buyers are unable to obtain refinancing or new loan financing on single - family homes within the 1 -2 zoned district. The Pueblo Comprehensive Plan depicts this as a special study area, and the as yet to be adopted Eastside Neighborhood Plan exhibits the area as mixed use (urban residential mixed use). This zoning request is in compliance with the Neighborhood Plan. FINANCIAL IMPACT None.
