AN ORDINANCE APPROPRIATING THE FEDERAL FISCAL YEAR (FFY) 2004 (OCTOBER 1, 2003
TO SEPTEMBER 30, 2004) URBAN TRANSPORTATION PLANNING BUDGET (FUND 263) FOR
CONSOLIDATED AND RURAL PLANNING GRANT (CPG AND RPG) FUNDS APPROVED AND
ADOPTED THROUGH THE UNIFORM PLANNING WORK PROGRAM (UPWP) BY THE PUEBLO
AREA COUNCIL OF GOVERNMENT FOR THE URBAN TRANSPORTATION PLANNING DIVISION
(UTPD)
WHEREAS, the Pueblo Area Council of Governments ( PACOG) has approved the FFY 2004
budget for the UPWP of $435,489 including $336,601 federal CPG funds, $25,000 State of Colorado
RPG funds, and $73,888 PACOG local matching funds; and
WHEREAS the City of Pueblo's Community Development Department, through a
subdelegation agreement with PACOG, performs the regional transportation planning function using
the UPWP funds;
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funds in the amount of $435,489 are hereby budgeted and appropriated for Urban
Transportation Planning (Fund 263) for FFY 2004 and the budget is hereby amended to include
same. All funds previously budgeted and appropriated for Fund 263 are included and subsumed in
this appropriation.

ISSUE
Should the City Council amend Transportation Budget (Fund 263) to include the
FFY 2004 UPWP funds of $435,489 as budgeted and provided by PACOG?
Approve the Ordinance.
13ACKGR UND
The approved UPWP budget for the Pueblo Area Council of Governments ( PACOG) for
Federal Fiscal Year 2004 for Transportation Planning Funds is $435,489. This total
includes the "carryover' of all fund balances previously approved and appropriated. The
City of Pueblo's Urban Transportation Planning Division, within the Community
Development Department, performs all Transportation Planning Functions for PACOG as
specified in the annual subdelegation agreement. The federal and state funds PACOG
receives through the UPWP are administered by the Colorado Department of
Transportation on behalf of the Federal Highway Administration (FHWA) for the federal
fiscal year which runs from October 1 of one year to September 30 of the following year
(i.e. FFY 2004 is 10/01/2003 to 09/30/2004).
In previous years, the City budget was prepared using FFY totals for the City's calendar
year budget cycle. Now, however, the planned accumulation of several years of carryover
funds, the better accounting capabilities of the City's "HTE" system, and changes in
reporting and auditing requirements by CDOT and FHWA, present the opportunity to align
the transportation planning budget precisely with the federal fiscal year. This timing
alignment will greatly simplify continuing grant administration, budgeting, and billing;
accurately account for and subsume all prior fund balances; and provide for substantially
clearer audit trails if needed in the future.
This ordinance budgets and appropriates the Transportation Planning budget (Fund 263)
to agree with the FFY 2004 UPWP budget approved by PACOG, CDOT, and FHWA.
FINANCIAL IMPACT
This appropriation provides $435,489 for Transportation Planning for the federal fiscal
year beginning October 1, 2003. No further change in general revenue funds is required
at this time to implement this change. The local contribution (including the City share of
$20,552) to PACOG for 2004 was reduced in part for 2004 because of existing carryover
funds.
PACOG is expected to approve the 2004 sub - delegation agreement with the City at its
regular meeting on February 26, 2004 to provide the UPWP funds for this item. The
approved agreement will be placed on the City Council agenda for March 22 when this
proposed ordinance would also be scheduled for second reading.
Transportation Planning Grant Fund
Mission /Function
The Transportation Planning Grant Fund is a Special Revenue Fund used to
receive grant funds for planning related activities.
Objectives:
• To provide a coordinated regional effort on transportation planning issues.
