RECOMMENDATION Approve the Ordinance budgeting and appropriating the funds. BACKGROUND The Pueblo Area Council of Governments ( PACOG) is requesting $20,552 from the City of Pueblo as the City's share of the match to fund Transportation Planning for the Pueblo Region. The request was not included in the original funds requested by PACOG and budgeted by the City for PACOG expenses. The City of Pueblo, through a delegation agreement with PACOG, performs the Transportation Planning for the Region through the Unified Planning Work Program. Over 70% of the work performed through this planning effort occurs within or directly benefits the City of Pueblo. FINANCIAL IMPACT The City's portion of the PACOG match to fund the Consolidated Transportation Planning effort is $20,552. This amount is arrived at through the following calculation: The Transportation Planning Grant received from the State of Colorado by PACOG requires an 18 percent match. The City of Pueblo funds 72 percent of the PACOG match. In 2004 the $20,552 requested by PACOG is actually less than the 72 percent match due to excess carry over funds from previous years. With the population growth in the Metropolitan Planning Region, and the resulting enlargement of the boundaries of the Metropolitan Planning Region, the City's financial contribution to the planning effort has decreased from previous years.
