HomeMy WebLinkAbout07086ORDINANCE NO. 7086 AN ORDINANCE ACCEPTING A GRANT AWARD AND APPROPRIATING SAID FUNDS IN THE SUM OF $114,451.00 ($103,006 IN FEDERAL FUNDS AND $11,445 IN LOCAL MATCHING FUNDS) FROM THE STATE OF COLORADO, DIVISION OF CRIMINAL JUSTICE, DEPARTMENT OF PUBLIC SAFETY, FOR THE JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT (JAIBG), CITY OF PUEBLO, MUNICIPAL COURT PROJECT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAME BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 The grant award for the Juvenile Accountability Incentive Block Grant (JAIBG) City of Pueblo- Municipal Court project in the sum of $114,451 ($103,006 in federal funds and $11,445 in local matching funds) from the State of Colorado, Department of Public Safety of the Colorado Division of Criminal Justice, a copy of which is attached hereto and incorporated herein, is hereby approved and accepted. The City Manager is hereby authorized to accept and execute the grant award in the name and on behalf of the City. SECTION 2 The sum of $114,451 is appropriated per the grant in projects PD 0303 through PD 0305. ISSUE This is a fifth -year grant, covering the period October 1, 2003 through September 30, 2004, from the Colorado Division of Criminal Justice, Department of Public Safety, utilizing Juvenile Accountability Incentive Block Grant (JAIBG) federal funds in the sum of $103,006 with local matching funds of $11,445 for a total of $114,451. The monies fund the Pueblo Municipal Court's Juvenile Probation Officer, Probation Officer Assistant, Community Services (Graffiti) Coordinator and Restorative Justice Coordinator. RECOMMENDATION Approval of the ordinance. BACKGROUND To maintain probation services to juveniles referred to Municipal court, to expand our use of graffiti removal and community service programming and to refer new citations to Restorative Justice. FINANCIAL IMPACT The local matching funds requirement is 10% ($11,445.00) of the total fifth year grant ($114,451.00). The fifth year grant period runs from 10/1/03 through 9/30/04. Keeping that in mind, the local matching funds requirement 10 % ($11,445.00) was projected and built into the 2003 budget. The sixth year grant period runs from 10/1/04 through 9/30/05 and the local matching funds requirement was projected and built into the 2004 budget. In addition, in the way of an offset, the City of Pueblo receives an equal amount (10 %) from the grant in administrative and processing fees for each grant period in question.
