HomeMy WebLinkAbout07081ORDINANCE NO. 7081 AN ORDINANCE APPROVING AND ACCEPTING A COLORADO DEPARTMENT OF TRANSPORTATION (CDOT) GRANT, ESTABLISHING PROJECT NUMBER PD0307 THEREFORE, AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $2000.00 WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo, including its Police Department, to accept grants from the State of Colorado for public and municipal purposes, and WHEREAS, the Colorado Department of Transportation (CDOT) has tendered a 2003 grant (the "Award ") in the amount of $2,000.00 upon conditions recited therein or incorporated therein by reference; and WHEREAS, acceptance of the Award for the purposes for which it has been made is in the best interest of the City and will benefit the health, welfare and safety of the citizens of the City; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The awarding of this CDOT grant to the City of Pueblo, a true copy of which is attached hereto, is hereby accepted in accordance with its terms and conditions. SECTION 2. Funds in the amount of $2,000.00 are hereby budgeted and appropriated in Project Number PD0307, and shall only be expended and used for this Project. RECOMMENDATION This department recommends acceptance of this grant to continue Seat Belt enforcement efforts. BACKGROUND This grant will fund Police Department enforcement of Colorado's Seat Belt law for the period from November 17 through December 1, 2003. CDOT funding is for officer overtime. FINANCIAL IMPACT There is no match required for this grant. The only financial impact to the City would be the pension cost for old hire pension individuals working seat belt enforcement on overtime. Your efforts during the "May lsfobili&ition" were instrumental in the 4.57o% increase in Colorado's seat belt usage to an all -time high of 77.7 %. Traffic fatalities through October 15 °i were approximately 12 %n below 2002. Studies have shown that no other enforcement action has the same bottom line potential for reducing death. and injury. It is of utmost importance that there be a concerted effort to enforce Colorado's occupant restraint laws during this `blitz'; however you have ultimate decision making and authority regarding strategies and tactics. Some agencies with strong community relations tend to focus more on enforcement activities and count on public support for aggressive ticket writing campaigns. Others must rely more on P &E efforts and warnings, especially early in the campaign. Over time, as the public accepts the program, these agencies can increase their enforcement efforts.
