AN ORDINANCE AMENDING CHAPTER 4 OF TITLE XVII OF THE PUEBLO MUNICIPAL CODE
RELATING TO ZONING, ADOPTING OUTDOOR LIGHTING PERFORMANCE STANDARDS,
AND PROVIDING PENALITIES FOR VIOLATIONS THEREOF
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (Brackets indicate material
deleted, underscoring indicates material added.)
SECTION 1.
Chapter 4 of Title XVII of the Pueblo Municipal Code is hereby amended by the addition of
a new Section 52 to read as follows:
(a) Definitions:

Light trespass means light emitted by a luminare that shines beyond
the boundaries of the property on which the luminare is located.
(10) Low - pressure sodium (LPS) means a discharge lamp where the light
is produced by radiation from sodium vapor at a relatively low partial pressure. LPS
is a tube source and is a monochromatic light.
(11) Luminare means the complete lighting system, including the lamp
and fixture.
(13) Mounting height means the overall height of the fixture or lamp above
the ground.
(14) Photometry means the ouantitative measurement of light level and
distribution.
(15) Security purpose lighting means reduced lighting levels as per
Section 17- 4- 52(g). and which do not exceed .5 footcandles.
(17) Sky plow means the result of scattered light in the atmosphere above
urban areas and the haze or glow of light that currently surrounds populated areas
and reduces the ability to review the nighttime sky.

The following images depict fixtures that do not pollute the sky and neighboring properties with
their light spill. Such fixtures are energy - efficient — the maximum amount of generated light is
projected onto the area they are intended to illuminate. In addition, they do not produce sideways
glare that may annoy neighbors and can hamper surveillance by police and private security.

(b) All exterior lights and illuminated signs shall:

(9) Be full cut -off or a shielded type fixture (wallpack style fixtures are not

(c) Exemptions:
(1) Except for subsection (b)(9) above, outdoor lighting for sports and
athletic fields shall:
a. Be installed with internal louvers and external shields to
minimize sky glow;
b Not have floodlights aimed above sixty -two (62) degrees:
surrounding uses:
d. Be shut off within one (1) hour after the game or event has
ended.
(2) Seasonal decorations with individual lights disolaved no longer than
sixty (60) days per calendar year.

(d) Lighting plan submission Requirements:
(1) Plans indicating the location, type, and height of the luminaries,
including both building and ground mounted;
from the manufacturer;
(3) Photometric data such as that furnished by the manufacturer,
showing the angle of the light emissions: and
(4) Additional information as may be required by the Director of the
Department of Land Use Administration in order to determinate
compliance with this Section.

SECTION 2.
Sections 17-4 -5[2]3 — 17 -4 -60 remain reserved.
SECTION 3.
This Ordinance shall become effective immediately upon final passage and approval.
