ORDINANCE No. 6983
AN ORDINANCE DESIGNATING THE STUDZINSKI
BLOCK, LOCATED AT 223 -225 N. SANTA FE AVE.,
AS A LOCAL HISTORIC LANDMARK
WHEREAS, SECTION 4 -14 -8 of the Pueblo Historic Preservation Code authorizes
the City Council to designate as a landmark those buildings, objects, monuments,
structures and sites which reflect outstanding elements of the architectural and cultural
heritage of the Pueblo community; and
WHEREAS, the City's Historic Preservation Commission reviewed the
application filed by the owner for designation of the Studzinski Block as a Local Historic
Landmark, and recommended approval to the Planning and Zoning Commission; and
WHEREAS, the City Planning and Zoning Commission has also reviewed the
Historic Preservation Commission's recommendation and the owner's designation
application and recommended approval for Local Landmark designation to the City
Council;
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council finds and determines that the Studzinski Block, legally
described as Lots 5 -6, Block 29, Pueblo Subdivision, Pueblo County, Colorado, has
significant character, interest and value as part of the development, heritage, and
cultural characteristics of the City; and is associated with the life of a person significant
in the past, as defined in Sec. 4 -14 -8 of the Historic Preservation Code.
SECTION 2.
The City Council hereby designates the Studzinski Block as a Local Historic
Landmark, subject to the benefits, obligations and restrictions resulting from such
designation as described in the Historic Preservation Code.

approval. A certified copy of this ordinance shall be recorded in the records of the

TITLE
AN ORDINANCE DESIGNATING THE STUDZINSKI BLOCK, 223 -225 N. SANTA FE
AVE., AS A LOCAL HISTORIC LANDMARK
ISSUE
Shall City Council designate the Studzinski Block as a local Pueblo Historic Landmark,
pursuant to the Historic Preservation Code, Title IV, Chapter 14 of the Pueblo Municipal
Code.
RECOMMENDATION
Adoption of Ordinance
BACKGROUND
As is detailed in the Historic Preservation Commission's recommendation, the
Studzinski Block was found to have "significant character, interest and value, as part of
the development, heritage, and cultural characteristics of the City" (Sec. 4-14-8(a)(1 a)).
It is further found to be "associated with the life of a person significant in Pueblo's past"
(Sec. 4- 14- 8(a)(1 a)).
As Pueblo's first commercial district, the 100 -300 blocks of Santa Fe Ave. housed many
of Pueblo's firsts: The first hotels, restaurants, livery stables, and banks were located
there. The avenue linked Pueblo to Denver to the north, and by crossing the Arkansas
River toll bridge, to Santa Fe to the south. This building is among the oldest prominent
two -story brick buildings that remain from the original district. The buildings are of the
typical Italianate commercial architecture of the period, and provide distinctive examples
of the typical structures in the district. Prominent retailers and professional offices
occupied the buildings.
Michael Studzinski came to Pueblo in 1868 at age 27 and became a prominent
business leader during the period when Santa Fe Ave. was developed as the primary
commercial district. He was the first undersheriff of Pueblo, served as the first park
commissioner during the time when Mineral Palace Park was developed, and served as
city councilman at age 80 during the flood of 1921. His leadership during the flood
gained regional prominence. The Studzinskis were also prominent leaders in the
establishment of Pueblo's Jewish community. The Studzinski's prominent restaurant,
the OK Restaurant, preceded the current structure and burned in 1878. The impressive
brick and sandstone building that stands today was built as a commercial structure, with
offices, a hotel and ballroom upstairs. The third floor also hosted the early meetings of
the D.A.R., the B. F. Butler Post No. 91 G.A.R., and the B. F. Butler Circle Ladies of
G.A.R.
Findings of staff, the Historic Preservation Commission, and the Planning and Zoning
Commission are attached.

2. Finding of Significance
A. Staff recommends a finding of historic significance for the structures evaluated. The
recommendation is based on the structures' signficance under two Criteria:
Criterion 1c: "Have direct and substantial association with a person or group of
persons who had influence on society ".

Criterion 3b: "Promote understanding and appreciation of Pueblo's environment
by means of distinctive physical characteristics or rarity'

The Studzinski Block is among the oldest remaining examples of prominent three -story brick
buildings that remain from the original district and Pueblo as a whole. The building is of the typical
Italianate commercial architecture of the period, and provides a distinctive example of the typical
structures in the district. As noted in tthe applicant's primary research into newspaper articles and
phone books from the period, the buildings was occupied by prominent retailers and professional
offices.
3. Conclusion
The application submitted contained complete descriptive information, clear and detailed
architectural descriptions, Sanborn maps, appropriate photographs, and original research
documentation.
Staff recommendation is for Designation.
