ORDINANCE NO. 6982
AN ORDINANCE DESIGNATING THE HOLDEN BLOCK,
201 -205 N. SANTA FE AVE., AS A LOCAL HISTORIC
LANDMARK
WHEREAS, the City of Pueblo's Historic Preservation Code, Title IV, Chapter 14,
declares that the City shall identify, designate and preserve those buildings, objects,
monuments, structures and sites which reflect outstanding elements of the community's
architectural and cultural heritage; and
WHEREAS, the City's Historic Preservation Commission has reviewed the
application for designation of the Holden Block as a Local Historic Landmark, and has
recommended to the Planning and Zoning Commission the designation of this resource;
and
WHEREAS, the City Planning and Zoning Commission has reviewed the Historic
Preservation Commission's recommendation and the designation application and
submitted its recommendation thereon for landmark designation to Council;
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO. that:
SECTION 1.
The City Council finds and determines that the Holden Block (Lots 1 -2, Block 29,
Pueblo Subdivision) has significant character, interest and value as part of the
development, heritage, and cultural characteristics of the City; and is associated with
the life of a person significant in the past, as defined in the Pueblo Historic Preservation
Code Sec. 4 -14 -8.
SECTION 2.
The City Council hereby designates the Holden Block as a local Pueblo Historic
Landmark, subject to the benefits, obligations and restrictions resulting from such
designation as described in Title IV, Chapter 14 of the Pueblo Municipal Code.
SECTION 3.
This ordinance shall become effective immediately upon final passage and approval,
and a certified copy of this ordinance shall be recorded in the records of the Pueblo
County Clerk and Recorder by the City Clerk.

TITLE
AN ORDINANCE DESIGNATING THE HOLDEN BLOCK, 201 -205 N. SANTA FE
AVE., AS A LOCAL HISTORIC LANDMARK
ISSUE
Shall City Council designate the Holden Block as a local Pueblo Historic
Landmark, pursuant to the Historic Preservation Code, Title IV, Chapter 14 of the
Pueblo Municipal Code.
RECOMMENDATION
Adoption of Ordinance
BACKGROUND
As is detailed in the Historic Preservation Commission's recommendation, the
Holden Block was found to have "significant character, interest and value, as part
of the development, heritage, and cultural characteristics of the City" (Sec. 4-14 -
8(a)(1a)). It is further found to be "associated with the life of a person significant
in Pueblo's past" (Sec. 4-14-8(a)(1 a)).
As Pueblo's first commercial district, the 100 -300 blocks of Santa Fe Ave.
housed many of Pueblo's firsts: The first hotels, restaurants, livery stables, and
banks were located there. The avenue linked Pueblo to Denver to the north, and
by crossing the Arkansas River toll bridge, to Santa Fe to the south. This building
is among the oldest prominent two -story brick buildings that remain from the
original district. The buildings are of the typical Italianate commercial
architecture of the period, and provide distinctive examples of the typical
structures in the district. Prominent wholesale grocers occupied the buildings,
and later, auto parts companies. An important feature of the 2nd Street wall of
the Holden Block was recently revealed through the removal of a modern Auto
Parts sign to find a previous auto parts sign of historic significance underneath.
The building at 201 N. Santa Fe was built in 1881 by Delos L. Holden, pioneer
Pueblo real estate investor and banker. Holden's significance as a prominent
businessperson during the initial establishment of the Santa Fe Ave. commercial
district is enhanced by his election as the consolidated city's first mayor five
years after the construction of this building. Holden was also active in
establishing the Pueblo Lodge of the Elks, and the military order of the Loyal
Legion. In addition to being built and owned by Holden, the building also
achieved significance in housing the first territorial post office.
Findings of staff, the Historic Preservation Commission, and the Planning and
Zoning Commission are attached.

2. Finding of Significance
A. Staff recommends a finding of historic significance for the structures evaluated. The
recommendation is based on the structures' signficance under two Criteria:
Criterion 1c: "Have direct and substantial association with a person or group of
persons who had influence on society".
The building at 201 N. Santa Fe was built in 1881 by Delos L. Holden, pioneer Pueblo real estate
investor and banker. Holden's significance as a prominent business person during the initital
establishment of the Santa Fe Ave. commercial district is enhanced by his election as the
consolidated city's first mayor five years after the construction of this building. Holden was also active
in establishing the Pueblo Lodge of the Elks, and the military order of the Loyal Legion.
In addition to being built and owned by Holden, the building also achieved significance in housing
the first territorial post office. Postmaster at the time, Stephen Smith, was elected county clerk.
Criterion 3b: "Promote understanding and appreciation of Pueblo's environment
by means of distinctive physical characteristics or rarity"

3. Conclusion
The application submitted contained complete descriptive information, clear and detailed
architectural descriptions, Sanborn maps, appropriate photographs, and original research
documentation.
Staff recommendation is for Designation.
