HomeMy WebLinkAbout15718RESOLUTION NO. 15718 A RESOLUTION ESTABLISHING A PLANNING COMMITTEE FOR PHASE III IMPROVEMENTS OF THE PUEBLO PROFESSIONAL BULL RIDERS UNIVERSITY AND HERITAGE OF HEROES PROJECT AQUATICS CENTER AND WATER PARK BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. A Planning Committee of five to seven people is hereby established to report to City Council regarding the planning of Phase III of the Pueblo Professional Bull Riders University and Heritage of Heroes Project Aquatics Center and Water Park. City Council shall select and appoint the members of the Planning Committee. Three of the members shall be: Member of the City Council Representative of the Pueblo Urban Renewal Authority Commission Representative of the Historic Arkansas Riverwalk of Pueblo Authority Board SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 3. This Resolution shall become effective immediately upon passage and approval. PREVIOUS COUNCIL ACTION: On or about February 25, 2013 and by Resolution No. 12602, City Council entered into a Cooperation Agreement with the Pueblo Urban Renewal Authority and The Historic Arkansas Riverwalk of Pueblo Authority to complete the Pueblo Professional Bull On April 25, 2015 by Ordinance No. 8870 and on February 27, 2017 by Resolution No. 13625, the Cooperation Agreement was amended to establish terms and conditions related to financing for the Project. The Cooperation Agreement was amended again on May 14, 2018 by Resolution No. 13971 to establish terms and conditions relating to the financing for design and engineering costs associated with the EDA Grant. On September 9, 2019 by Ordinance 9545, the Cooperation Agreement was amended to establish terms and conditions relating to the landscape requirements for the area adjacent to the parking structure constructed by Pueblo Urban Renewal Authority as part of the Project. BACKGROUND: On or about February 25, 2013, City Council entered into a Cooperation Agreement with the Pueblo Urban Renewal Authority and The Historic Arkansas Riverwalk of Pueblo Authority to complete the Pueblo Professional Bull Riders University and Heritage of Heroes Project. The Project was broken into three phases. On April 8, 2024, City Council approved an Ordinance for the construction of the Harp Channel The Boathouse Project will essentially complete Phase II of the Pueblo Professional Bull Riders University and Heritage of Heroes Project with the construction of the Boathouse and begin Phase III with the extension of the Harp Channel Extension. Phase III of the Pueblo Professional Bull Riders University and Heritage of Heroes Project also contemplates the construction of an Aquatics Center and Water Park. By this Resolution, City Council will establish a Planning Committee that will work with stakeholders to develop a general plan and timeline for the Aquatics Center and Water Park. City Council will appoint five to seven people to serve on the Planning Committee. Three members of the Planning Committee shall be: a member of City Council, a representative of the Pueblo Urban Renewal Authority, and a representative of The Historic Arkansas Riverwalk of Pueblo Authority. The Planning Committee will report to City Council. FINANCIAL IMPLICATIONS: This is a volunteer committee and members serve without compensation. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: Council could decide not to establish a planning committee. RECOMMENDATION: Approve the Resolution. ATTACHMENTS: None
