HomeMy WebLinkAbout06906ORDINANCE NO. 6906 AN ORDINANCE AMENDING CHAPTER 4 OF TITLE XVII OF THE PUEBLO MUNICIPAL CODE RELATING TO SINGLE - FAMILY HOME PLACEMENT STANDARDS BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (Brackets indicate material being deleted; underscoring indicates new material being added.) SECTION 1 Chapter 4 of Title XVII, of the Pueblo Municipal Code is amended by the addition of a new subsection 11, which shall read as follows: 17 -4 -11: Single - Family Home Placement Standards. The purpose of these standards is to require that homes be placed within neighborhoods in a manner that assures that the homes are compatible with adjacent properties and reflect the character of the neighborhoods in the City. (a) Any person wishing to place a single-family home on a lot of record within the City shall provide to the City Administrative Official or authorized designee the following on a form provided by the City or copies of original documents. (1) Scaled building site plan for the lot showing proposed location of the single - family home on the lot including all setbacks required in the zone district, all adjacent rights -of -ways, lot lines, and lot dimensions. (2) Location of required off street parking space(s). (3) Proof of compliance with Section 17 -2 -1 (32A) — manufactured home placement permit (where applicable) (4) All existing and proposed sidewalks curb cuts /drive access, handicapped ramps. (b) Regulations: All single - family homes shall: (1) Be placed on a subdivided lot of record. (2) Use at least eight (8) of the following design features: a The front of the dwelling shall be parallel (within 30 degrees) to the front lot line (see Figure 1); b. A roof with a pitch that is 4/12 or greater; C. A hip roof; d Have masonry or other contrasting material that project from the wall plane on the building fagade that is parallel (within 30 degrees) to the front lot line; e. An architecturally similar garage or carport; f. One or more dormers that are parallel (within 30 degrees) to the front lot line (see Figure 2); Cl. Three or more -gables (see Figure 3); h. Buildinq face or roof offsets (minimum twelve [121 inch offset) that are parallel (within 30 degrees) to the front lot line (see Fi -gure 4); i. Two (2) or more windows, with a combined minimum of 20 square feet of glazed area, that are parallel (within 30 degrees) to the front lot line, at least one of which has minimum operable opening of 20" wide x 24" high; j. Bay or bowed windows that are parallel (within 30 degrees) to the front lot line; k. Window shutters on front, side and rear windows; I. Minimum ten (10) inch eaves (all house eaves); M. One or more of the following types of exterior siding; 1. Horizontal lap siding, including simulated horizontal lap siding; 2. Vertical siding, with a pattern repeat of less than 12 "; 3. Beveled siding; or 4. Stucco; n. A recessed front entry (minimum eighteen [181 inches) which is parallel (within 30 degrees) to the front lot line; o. A covered porch entry (minimum five [51 foot depth) for the front entrance. When the front entrance is not parallel to the front lot line, the porch shall be visible from the street (see Figure 5); P. Have wood or composition trim, nominal four inch (4 ") for exterior sidin g. Have more than one exterior material or contrasting color (not including trim material). (c) Restrictions: All single - family homes shall: (1) Obtain all building permits required by the Pueblo Regional Building Department; (2) Comply with Section 12 -3 -23 of the Pueblo Municipal Code and with the Public Works Department Specifications, Standards and Details handbook; (3) Have a paved (asphalt or concrete) driveway, off street parking spaces, as required, and sidewalk from either the public sidewalk or driveway to the front entry; (4) Be placed on a permanent masonry or poured -in -place concrete perimeter foundation with no more than 12" (average) of masonry or concrete exposed above the grade on the street face, which meet all applicable codes as determined from plans and specifications submitted to obtain a building and siting permit(s): (5) Have any exterior wall used to support backfilled material on one side be suitable engineered and constructed of masonry or concrete materials. (6) Have a consistent, continuous fagade (material, color, pattern) from the bottom of the soffit (top of wall section) downward to within 8" of the grade, if not placed on a concrete or masonry foundation. (d) Obtain all applicable permits from the Pueblo Regional Building Department (including covered steps, porches, carports, and similar improvements) for all extensions and attachments to single- family homes not part of the original dwelling. NOTE: FINAL SKETCHES TO BE SUBMITTED FOR 2 ND READING. SECTION 2 This ordinance shall become effective immediately upon final passage.
