HomeMy WebLinkAbout06810ORDINANCE NO. 6810 AN ORDINANCE AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $3,493,000 TO GLACIER CONSTRUCTION COMPANY, INC., AND SETTING FORTH $359,300 FOR CONTINGENCIES, FOR THE CONSTRUCTION OF THE HEADWORKS RENOVATION PROJECT AT THE WASTEWATER TREATMENT FACILITY AND APPROPRIATING FUNDS FROM THE SEWER USER FUND FOR PAYMENTS THEREOF BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION 1. A contract for the construction of the Headworks Renovation Project at the City's Wastewater Treatment Facility is hereby awarded to Glacier Construction Company, Inc., in the amount of $3,593,000. SECTION 2. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, a municipal corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 3. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. Contingencies and Additional Work: -------- $359,000 SECTION 4. Funds in the amounts set forth herein are hereby authorized and appropriated for said Project from reserves within the Sewer User Fund. ISSUE Should the City- Council award a construction contract in the amount of $3,593,000 to Glacier Construction Company, Inc., and set forth $359,300 for contingencies for construction of the Headworks Renovation Project at the Wastewater Treatment Plant? RECOMMENDATION Approval of this Ordinance. BACKGROUND The headworks facility at the Wastewater Treatment Plant provides the first stage of wastewater treatment. This facility screens large objects and removes sand and grit that could damage pumps and block pipes within the treatment plant. The headworks also provides facilities for trucks containing wastes that have been pumped from septic tanks to discharge to the treatment plant. Engineering studies have found that the headworks facility at Pueblo's Wastewater Treatment Plant is a process bottleneck. The existing headworks receiving tank is too small, the existing flow channels provide inadequate flow control and maintenance opportunities, and the rakes, screens, and grit removal equipment need to be replaced. The existing pumps do not provide sufficient flow capacity for peak hour flows. The Headworks Renovation Project will correct these deficiencies, modernize existing equipment, and improve the reliability of the treatment plant. The project will be substantially complete within 18 months of Notice to Proceed. Glacier Construction Company, Inc., was the successful bidder in the amount of $3,593,000. A total of four (4) general contractors bid on the project (see attached Bid Summary). This project was originally estimated to cost $2,700,000. The increased cost is the result of necessary modifications during final design, and more difficult construction conditions than expected due to high groundwater. When the final design was completed, the designing engineer estimated the cost of the project to be $3,190,000. The lowest bid was $403,000 higher than the engineer's estimate. The reason for the cost increase is believed to be market variability. FINANCIAL IMPACT Funding for this project shall come from the Sewer User Fund
