AN ORDINANCE VACATING THE ALLEY IN THE
100 BLOCK OF SOUTH GRAND AVENUE
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:

GRAND AVENUE
ISSUE
Should City Council approve an Ordinance vacating an alley in the 100 Block of South
Grand Avenue for the development of the El Pueblo Museum?
RECOMMENDATION
Approval of This Ordinance.
BACKGROUND
The vacation of the alley in this Ordinance is necessary for the construction of the new El
Pueblo Museum. All property on both sides of this alley belongs to either the City or
State of Colorado. See Legal Description Exhibit "A ".
The El Pueblo Project is one of the last projects in the heart of the Central Downtown
revitalization. The El Pueblo project involves: the State Historical Museum expansion;
the reconstruction of an adobe fort/trading post; construction of a archaeology pavilion;
development of the National Frontier Pathways Scenic and Historic Byways Information
Center; the development of public open space for community festivals and living history
events; and pedestrian streetscape improvements.
FINANCIAL IMPACT
There is no Financial Impact.

RE: REQUEST FOR ALLEY VACATION FOR THE EL PUEBLO MUSEUM
Ms. Green:
The following is an application request by the City of Pueblo, Department of Community
Development for an alley vacation necessary for the development of the new El Pueblo
Museum Expansion.

The location of the proposed alley vacation is between West First Street and North
Victoria Avenue and east of South Grand Avenue. The section of vacated alley is
necessary for the construction of the new El Pueblo Museum Expansion. The City,
State, County, and community have been working on this project since 1996. The
proposed expansion is scheduled to start construction in December 2001.
3. A Statement of Facts, Vacation Justification.
a. General description of the area surrounding the proposed vacation.
The area surrounding the proposed alley vacation is in the center of the Central
Downtown Framework Plan. The El Pueblo Museum project is one of the last
components to be developed in the Plan. The State of Colorado owns the

one property on the south side and the City of Pueblo owns the properties on
the remaining both sides of the proposed vacation. The surrounding land uses
in the area consist of primary and secondary commercial, office, senior
residential, historic business district, and public /governmental. No
environmental effect will be caused by the proposed vacation. The proposed
vacation would eliminate vehicular access to First Street however, no vehicular
access is needed and the site at that location has been developed into public
plaza. The properties in the entire block are owned by the City of Pueblo and
the State of Colorado

NOTICE OF HEARING FOR V ACATION OF PUBLIC ALLEY
TO WHOM IT MAY CONCERN:
Take notice that at 3:30 P.M., on the 12 day of December, 2001, in the City
Council Chambers, 2 nd Floor, City Hall, Pueblo, Colorado, the Planning and Zoning
Commission of Pueblo will hold a hearing for vacation of easements in the City of
Pueblo, County of Pueblo, and State of Colorado, legally described as:
ALL OF ALLEY LYING BETWEEN LOTS 1, 2, AND 23 FEET OF LOT 3,
AND THE EAST 23 FEET OF LOT 8, AND ALL OF LOTS 9 AND 10 OF BLOCK 43;
AND BETWEEN LOTS 1 THROUGH 10, AND 13 OF BLOCK 58, HOBSON'S
SUBDIVISION OF THE CITY OF PUEBLO, COLORADO,
and more commonly known as:
100 BLOCK OF SOUTH GRAND AVENUE.
Any person may appear before the said Planning and Zoning Commission at the
time and place stated above to be heard on the proposed vacation of public utility,
drainage, and pedestrian easements.
After recommendation by the Planning and Zoning Commission, an ordinance
vacating the easements will be considered by the City Council at a public hearing. Notice
of the public hearing before the City Council will be published in the Pueblo Chieftain at
least ten (10) days prior to the hearing. Any interested person may appear and be heard at
such public hearing and may call the Department of Community Development for the
time and date of such public hearing.
