AN ORDINANCE CHANGING ZONING RESTRICTIONS
FROM A -1 TO B -3, R -4, 0-1, AND R -5 COVERING A PARCEL
OF LAND COMMONLY KNOWN AS PARKER BOULEVARD
AND SPAULDING BOULEVARD
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:

The zoning restrictions covering the following described property be changed from A -1,
Agricultural One District, to B -3, Highway and Arterial Business District, R -4, Mixed
Residential District, 0-1, Neighborhood Office District, and R -5, Multiple - Residential and
Office District and upon passage of this ordinance, zoning restrictions affecting B -3, Highway
and Arterial Business District, R -4, Mixed Residential District,
0-1, Neighborhood Office District, and R -5, Multiple - Residential and Office District, shall
apply to said property:
A -1 to B -3
Lot 1 Block 1, Northpoint Business Campus Subdivision.
A -1 to R -5
Lot 2, Block 1, Northpoint Business Campus Subdivision.
A -1 to O -1
Lot 3, Block 1, Northpoint Business Campus Subdivision.
A -1 to R -1
Lot 1, Block 2, Northpoint Business Campus Subdivision.
A -1 to R -4
Lot 2, Block 3, Northpoint Business Campus Subdivision.
A -1 to O -1
Lot 3, Block 3, Northpoint Business Campus Subdivision,
and more commonly known as:
Parker Boulevard and Spaulding Boulevard.
SECTION 2_
This ordinance shall become effective immediately upon final passage and approval.

AN ORDINANCE CHANGING ZONING RESTRICTIONS FROM A -1 TO 13-3, R -4,
0-1 AND R -5. COVERING A PARCEL OF LAND COMMONLY KNOWN AS
PARKER BOULEVARD AND SPAULDING BOULEVARD
ISSUE
Shall City Council approve a request to rezone the property for development of
commercial, business and residential lots on 62.18 acres?
RECOMMENDATION
The Planning and Zoning Commission recommends approval subject to the concurrent
approval of the subdivision. Motion carried 5 -0.
BACKGROUND
This area has recently been annexed into the City of Pueblo (A- 01 -01) and master planned
(MP- 01 -07) The applicant has also filed a rezoning request (Z- 01 -23) to run concurrently
with the subdivision. The Northpoint Business Campus is 62.18 acres in size not including
the proposed regional detention facilities). This plat has been revised to include the regional
detention area as part of the subdivision and to be consistent with the approved Qwanzo
Master Plan.
FINANCIAL IMPACT
Approving this subdivision establishes the extension of Parker Boulevard, Northstar
Drive and a portion of 29 Developers will construct Parker Boulevard, Northstar and a
portion of 29 and associated infrastructure. The City of Pueblo will incur the long -term
maintenance costs of the roadway and the main extension of sanitary sewer lines
following the acceptance of these improvements.
