ORDINANCE NO. 6589 AN ORDINANCE AMENDING CHAPTER 9 OF TITLE IV OF THE PUEBLO MUNICIPAL CODE RELATING TO THE UNIFORM SIGN CODE BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (Brackets indicate matter being deleted; underscoring indicates new matter being added.) SECTION 1 Section 2 of Chapter 9, Title IV of the Pueblo Municipal Code relating to amendments to the Uniform Sign Code is amended by the addition of two new subsections, (f) and (g), which shall read as follows: Wf Section 303 - Exemptions is amended by the addition of exemption number 4 to read as follows: Paper, synthetic or other cloth type non -rigid banners which have thirty (30) square feet or fewer, located on private property and remain no more than sixty (60) days. W Section 401.1 General is amended by the addition of a new (third) paragraph to read as follows: Poles and foundations for pole signs between 6 feet and 30 feet above grade may be designed and constructed in accordance with Table 4 -D through Table 4 -I or by an architect or engineer licensed by the State of Colorado. SECTION 2. This ordinance shall become effective immediately upon final passage and approval. The adoption of the exception to Section 303 of the 1997 Uniform Sign Code would allow a business owner to have a banner on their property that is less than 30 square feet in size without acquiring a building permit. The addition of the tables to Section 401.4 of the 1997 Uniform Sign Code will give sign contractors and inspectors a simplified way of calculating the size of footings and posts for a 1 or 2 pole sign. The contractor will continue to have the option of using an engineer to design poles and footings. This will be a benefit to the contractor because they will not need engineered drawings for pole signs under 30 feet tall. The purpose of these charts are for the use of inspectors to check a simple design for pole signs. Design is for "one -pole" or two -pole" signs with drilled caisson type foundation with the pipe extending down to the bottom of the foundation. Anything else to be designed by a qualified Engineer licensed in the state of Colorado. 2. These charts are based upon a design of 80 MPH Basic Wind Speed, Exposure "C ", Importance Factor 1.0 (1997 Uniform Building Code). 3. Pipes are assumed to be Schedule 40 or Standard Schedule, A36 Steel. 4. Foundations are assumed to be 2000 psi minimum concrete strength. 5. This chart alloys for a minimum clearance between the pole and the soil of 2" for 2" pipe of 2" all others 3 ". 6. Foundation is conservatively designed so soil strength to exceed the yield strength of the pipe. 7.
