A RESOLUTION AMENDING THE CITY OF PUEBLO PURCHASING POLICIES AND
PROCEDURES DATED SEPTEMBER 10, 2001 RELATING TO PURCHASES MADE FOR
PUEBLO TRANSIT
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
Article 1.2, Application, of the City of Pueblo Purchasing Policies and Procedures dated
September 10, 2001, is amended by the addition of the following new section (6) relating to
purchases made for Pueblo Transit:
(6) When the City's Purchasing Agent is procuring goods or services for Pueblo Transit, the
following rules shall apply:
(a) When Federal Transit Authority (FTA) funds are used in whole or in part in
procuring goods or services, all procurement requirements as set forth in the FTA Best
Practices Manual, the FTA Circular FTA C 4220.113, the Required Third -Party Contract
Clauses Matrix and in Pueblo's Transit Procurement Manual shall be followed, provided,
however, to the extent Pueblo Transit's Procurement Manual conflicts with these rules, the
more restrictive provisions shall be used. The above referenced documents are
incorporated in these rules by reference.
(b) When one hundred percent (100 %) of local funds (non -FTA funds) are used
to procure goods or services, the procurement guidelines set forth in these rules shall also
be followed.
SECTION 2
This Resolution shall become effective upon final passage and approval.
