AN ORDINANCE SUBMITTING TO THE ELIGIBLE ELECTORS
OF THE CITY OF PUEBLO AT THE SPECIAL MUNICIPAL
ELECTION TO BE HELD ON NOVEMBER 3,1998 A QUESTION
RELATING TO REVENUE AND SPENDING CHANGES
WHEREAS, there exists in the City of Pueblo substantial need for additional funding for
street and other capital improvements and projects, and
WHEREAS, the City anticipates that its revenue will exceed its normal spending limit
pursuant to Article X, Section 20 of the Colorado Constitution during fiscal year 1998 and
subsequent fiscal years, and
WHEREAS, it would be in the best interest of the City and its citizens if such excess revenue
was made available to finance the City's needed street and other capital improvements and projects.
NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
The question of a revenue change pursuant to Article X, Section 20 of the Colorado
Constitution authorizing the City to collect, retain and spend excess revenue during fiscal years 1
through 2002 for streets, public safety buildings, equipment, computer system, and park capital
improvements which have a useful life of five (5) or more years shall be submitted to a vote of the
eligible electors of the City at the special municipal election to be held on November 3, 1998. The
ballot title (submission clause and title) therefor shall read as follows:
QUESTION A - EXCESS REVENUE
WITHOUT INCREASING EXISTING TAX RATES OR MILL LEVY, OR
ADDING ANY NEW TAX, SHALL THE CITY OF PUEBLO, COLORADO
BE AUTHORIZED TO COLLECT, RETAIN AND SPEND FOR
STREETS, PUBLIC SAFETY BUILDINGS, EQUIPMENT,
COMPUTER SYSTEM, AND PARK CAPITAL IMPROVEMENTS
WHICH HAVE A USEFUL LIFE OF FIVE (5) OR MORE YEARS
ALL REVENUES IN EXCESS OF ITS SPENDING AND REVENUE
LIMITS (IN ADDITION TO THE $1,100,000 ALREADY
AUTHORIZED BY THE VOTERS FOR THE HARP BONDS)
DURING EACH FISCAL YEAR 1998 THROUGH 2002 (5 YEARS),
AS A VOTER - APPROVED REVENUE CHANGE AND AN
EXCEPTION TO THE REVENUE AND SPENDING LIMITS AND
RESTRICTIONS WHICH WOULD OTHERWISE APPLY
PURSUANT TO ARTICLE X, SECTION 20 OF THE COLORADO
CONSTITUTION OR ANY OTHER LAWS, AND SHALL THE CITY
OF PUEBLO BE REQUIRED TO ANNUALLY SUBMIT TO THE
PUBLIC A REPORT OF SUCH REVENUE AND SPENDING?

SECTION 2
The officials of the City are authorized and directed to take all action necessary, appropriate
or required to effectuate the. provisions of this Ordinance.
SECTION 3
This Ordinance shall become effective upon final passage.
