CHAPTER 7, (ADDITIONAL BENEFITS) ; OF THE 1971 CODE OF ORDINANCES OF PUEBLO, COLORADO, RELATING RELATING TO PERSONNEL MATTERS, IN ORDER TO PROVIDE CONFORMANCE TO CURRENT PRACTICE AND CHANGES IN BARGAINING UNIT CONTRACTS BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, COLORADO that: SECTION 1 Section 6 -7 -1 of Title VI, Chapter 7, of the 1971 Code of Ordinances is hereby amended as follows: 6 -7 -1: HEALTH, ACCIDENT, HOSPITALIZATION AND MAJOR MEDICAL INSURANCE The City shall obtain and pay for health, accident, hospitalization and major medical insurance or benefits for all permanent, full -time employees. The obtaining of such insurance or benefits is hereby expressly excepted from the competitive bidding requirement of the Charter of Pueblo. Such insurance or benefits may be in one or more individual group policies or health benefit plans. The City shall contribute to a health benefit plan provider on behalf of all classified employees and eligible unclassified employees, a monthly amount not to exceed [$102.66 for individual coverage or $253.98 for family coverage] $252.00 for fire fighters, $269.00 for police officers or $281.00 for all classified employees and eligible unclassified employees , except fire fighters and police officers in the bargaining unit, or such lesser monthly amount as required by the health benefit plan selected by an employee or selected by the exclusive bargaining agent for the employees in a bargaining unit. Effective January 1, 1990, all eligible unclassified employees, and classified employees, except classified employees within a bargaining unit, shall receive an additional amount equal to Fifty Dollars ($50.00) per month, which amount may at the employee's option, be applied to the employee's share of the monthly cost of coverage under a health benefit plan. Dental Policy. The City shall pay Twenty Dollars ($20.00) toward the full cost of an individual employee policy or family policy for police officers in the bargaining unit, whichever is the lesser, and Twenty -Four Dollars and Sixty -Six Cents ($24.66) toward the full cost for eligible unclassified employees and classified employees, except fire fighters and police officers in the bargaining unit, whichever is the lesser. The insurance or benefits obtained shall be of such nature that individual employees may, by voluntary additional contribution, apply for and obtain additional coverage including both individual and family benefits. Permanent part -time employees shall receive the benefit of this Section on a pro -rata basis, provided such part -time employee shall elect to pay the difference between City's pro -rata contribution and the basic cost for the individual employee; otherwise the City shall not be obligated to provide insurance for such part -time employee. SECTION 2 Section 6 -7 -6 of Title VI, Chapter 7, of the 1971 Code of Ordinances is repealed in its entirety. SECTION 3 Section 6 -7 -7 of Title VI, Chapter 7, of the 1971 Code of Ordinances is amended as follows: [6 -6 -7: SAME - AWARDS In order to better motivate and compensate those police officers who diligently participate in this training program, the following compensation plan is established: (a) $150 Cash Award (1) Payable November 1 of each year following completion of forty -five (45) academic quarter hours minimum participation in the program. (2) Payable so long as the recipient remains an employee of the Police Department of the City of Pueblo. (b) $350 Cash Award (1) Payable November 1 of each year following completion of two complete academic years and obtaining an Associate Degree, in the approved program (of which 45 quarter hours must have been earned as a participant in the City- approved program) . (2) Payable so long as the recipient remains an employee of the Police Department of the City of Pueblo.] 6 -6 -7: EDUCATIONAL INCENTIVE AWARDS In addition to anv other combensation, sworn oolice personnel having at least one year of service with the City of Pueblo, shall receive an annual education incentive in accordance with the table set forth below, provided that those initially hired on or after January 1, 1996, are not eligible to receive any education incentive at the thirty semester hours level: - 30 semester Hours - $200.00; - Associate Degree - $400.00; - Bachelors Degree - $600.00; - Masters Degree - $800.00 An employee shall be paid only the amount of money listed for the highest of the levels he attains. SECTION 4 Section 6 -7 -8 of Title VI, Chapter 7, of the 1971 Code of Ordinances is amended as follows: 6 -6 -8: TUITION REFUND 6 -7 -8: TUITION REFUND Upon recommendation of the department head and after prior approval of the City Manager, the City of Pueblo may reimburse a permanent, full -time employee upon successful completion of an approved course or courses in education or vocational training. The course or training must be related to the work, be designed to improve competence in the job, and be of value to the employee's service to the City. The amount to be reimbursed will not exceed 75 of the cost of tuition, fees and books. When a course of study has been approved by the City Manager, any employee except police and fire who completes 30 hours of educational or vocational training during their employment with the City, shall receive a one time education incentive of $200.00. This provision shall amply to employees completing the 30 hours of educational or vocational training after January 1, 1996. SECTION 5 Section 6 -7 -9 of Title VI, Chapter 7, of the 1971 Code of Ordinances is repealed in its entirety. SECTION 6 This Ordinance shall become effective January 1, 1996.
