A RESOLUTION AUTHORIZING THE ISSUANCE OF A
REVOCABLE PERMIT (REV-24-15) TO THE DIOCESE OF
PUEBLO FOR THE USE OF THE PUBLIC RIGHT-OF-WAY
ALONG CLARK STREET FROM B STREET TO THE
SOUTHERN TERMINUS ADJACENT TO THE ARKANSAS
RIVER LEVEE FOR THE PURPOSE OF HOSTING OUR LADY
OF MOUNT CARMEL'S ANNUAL FESTIVAL AND PROCESSION
FROM JULY 13, 2024, AT 8:00 A.M., THROUGH JULY 15, 2024,
AT 5:00 P.M.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The attached Revocable Permit (REV-24-15) is authorized to be issued to the Diocese
of Pueblo for the use of the public right-of-way along Clark Street from B Street to the southern
terminus adjacent to the Arkansas River Levee for the purpose of hosting Our Lady of Mount
Carmel's Annual Festival and Procession from July 13, 2024, at 8:00 a.m., through July 15, 2024, at
5:00 p.m.
SECTION 2.
The use of the public right-of-way granted hereby is subject to all limitations, terms, and
conditions set forth in the attached Revocable Permit.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with the
intent of this Resolution to implement the policies and procedures described herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a resolution authorizing the issuance of a Revocable Permit (REV 24-15)
submitted by the Diocese of Pueblo for the purpose of hosting Our Lady of Mount Carmel's
Annual Festival and Procession.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Diocese of Pueblo has submitted a Revocable Permit (REV-24-15) application
requesting to close Clark Street from B Street to the southern terminus adjacent to the Arkansas
River Levee for the purpose of hosting Our Lady of Mount Carmel's Annual Festival and Procession
from July 13, 2024, at 8:00 a.m., through July 15, 2024, at 5:00 p.m.
FINANCIAL IMPLICATIONS:
None.
BOARD/COMMISSION RECOMMENDATION:
The Revocable Permit Review Committee recommends approval.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Failure to approve the Resolution will prevent the applicant from hosting Our Lady of Mount
Carmel's Annual Festival and Procession.
RECOMMENDATION:
Approval of the Resolution.
