HomeMy WebLinkAbout15690RESOLUTION NO. 15690 A RESOLUTION AWARDING AN AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES IN THE AMOUNT OF $152,385.00 TO DIBBLE & ASSOCIATES CONSULTING ENGINEERS, INC., AN ARIZONA CORPORATION, FOR PROJECT NO. 24-039 DESIGN OF WESTSIDE TRAIL (WILDHORSE TRAIL) AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME WHEREAS, the Proposal of Dibble & Associates Consulting Engineers, Inc., for Project No. 24-039 Design of Westside Trail (Wildhorse Trail), has been received and examined; AND, WHEREAS, the Proposal of Dibble & Associates Consulting Engineers, Inc., was determined to be the most advantageous to the City of Pueblo, and in the best interest of the City of Pueblo, based on the evaluation factors set forth in the Request for Proposals; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The City Council authorizes Project No. 24-039 Design of Westside Trail (Wildhorse Trail) to be performed, and the contract for said services is hereby awarded to Dibble & Associates Consulting Engineers, Inc., in the amount of $152,385.00. SECTION 2. Funds for said Agreement shall be paid from Project Account PL2201 - Westside Trail (Wildhorse Trail) Project. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. The officers of the City are authorized to perform any and all acts consistent with this Resolution to implement the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon passage and approval. Dibble & Associates Consulting Engineers, Inc., was determined to be the most responsible bidder and will be awarded a contract in the amount of $152,385.00. PREVIOUS COUNCIL ACTION: Ordinance 10367, approved on January 23, 2023, created Project No. PL2201 Westside Trail (Wildhorse Trail) Project, approved an IGA with CDOT, and budgeted and appropriated $850,000.00 for the project. BACKGROUND: The City submitted a Multimodal Transportation & Mitigation Options Funding grant for the construction of an off-street trail connection from West 18th Street to West 31st Street along the Wildhorse Creek Arroyo in 2022. The initial grant request was for a total funding of $1,463,269; however, only a portion of the grant was awarded. The portion awarded was for a total of $850,000 and will construct the trail from West 18th Street to West 24th Street. The project will include the planning, surveying an wide concrete multi-use trail. On street sidewalks and curb ramp improvements are anticipated on 18th Street and 24th Street. The project will also include lighting, grading and signage. In April 2024, the City of Pueblo solicited Requests for Proposals for engineering design services for Westside Trail (Wildhorse Trail) Project. After reviewing the proposals, Dibble and Associates was determined to be the most advantageous to the City of Pueblo, and in the best interest of the City of Pueblo, based on the evaluation factors set forth in the Request for Proposals. FINANCIAL IMPLICATIONS: Funding in the amount of $152,385.00 will be paid from PL2201 Westside Trail (Wildhorse Trail) Project. BOARD/COMMISSION RECOMMENDATION: Not Applicable to this Resolution. STAKEHOLDER PROCESS: Not Applicable to this Resolution. ALTERNATIVES: Denial of this Resolution will result in cancelation of the project. RECOMMENDATION: Approval of the Resolution.
