AN ORDINANCE APPROVING AND ACCEPTING A 2024 HIGH
INTENSITY DRUG TRAFFICKING AREAS (HIDTA) PROGRAM,
SUB-RECIPIENT AWARD, AND AUTHORIZING THE MAYOR TO
EXECUTE THE STATEMENT OF GRANT AWARD LETTER AND
RELATED DOCUMENTS
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo,
including its Police Department, to accept grants for public and municipal purposes and to enter
into agreements relating thereto; and
WHEREAS, the Colorado Springs Police Department recently received funding from the
2024 High Intensity Drug Trafficking Areas (HIDTA) Program and awarded the Pueblo Police
Department a sub-grant in the amount of $24,000.00 for the lease of vehicles in coordination
with the DEA Southern Colorado Drug Task Force; and
WHEREAS, the Colorado Springs Police Department will make monthly payments
directly to the lessor/vendor; and
WHEREAS, acceptance of the sub-grant for the purposes for which it has been made is
in the best interest of the City and will benefit the health, welfare and safety of the citizens of the
City; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Statement of Grant Award Letter between the City of Colorado Springs Police
Department, and the City of Pueblo, a Colorado Municipal Corporation, for 2024 High Intensity
Drug Trafficking Areas (HIDTA) Program, a true copy of which is attached hereto, having been
approved as to form by the City Attorney, is hereby approved and accepted.
SECTION 2.
The Mayor is hereby authorized to execute the Statement of Grant Award Letter and any
necessary documents or certifications in the name of and on behalf of the City, and the City
Clerk shall affix the Seal of the City to and attest the same.
SECTION 3.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Ordinance and to implement the policies and procedures described therein.
SECTION 4.
This Ordinance shall become effective upon final action by the Mayor and City Council.

Final adoption of Ordinance by City Council on July 8, 2024.

SUMMARY:
Attached is a 2024 High Intensity Drug Trafficking Areas (HIDTA) Program Grant
(G24RM0049A), of which the City of Pueblo Police Department was awarded a sub-
recipient grant in the amount of $24,000.00 to be used for the lease of vehicles used in
coordination with DEA Southern Colorado Drug Task Force.
PREVIOUS COUNCIL ACTION:
This sub-recipient grant award does not provide funds to the City of Pueblo, but rather
the sub-grant funds are paid directly to vendor by the grantor. As such, City Council has
not approved prior sub-grant award letters via ordinance.
BACKGROUND:
The sub-
Pueblo Police Department shall be in coordination with the DEA Southern Colorado
Drug Task Force. Colorado Springs Police Department will make monthly payments
directly to the vendor.
FINANCIAL IMPLICATIONS:
If approved, grant funds in the amount of $24,000.00 will be paid directly to vendors on
a monthly basis by Colorado Springs Police Department.
BOARD/COMMISSION RECOMMENDATION:
Not Applicable.
STAKEHOLDER PROCESS:
Not Applicable.
ALTERNATIVES:
Decline this sub-grant offer from the Colorado Springs Police Department. If that
occurs, the City will not receive the $24,000.00 in grant funds offered.
RECOMMENDATION:
Approval of the Ordinance.
