AN ORDINANCE AMENDING ZONING RESTRICTIONS OF 26.3-
ACRES AT THE RUNYON SPORTS COMPLEX FROM I-3,
HEAVY INDUSTRIAL ZONE DISTRICT AND S-1,
GOVERNMENT USE ZONE DISTRICT TO S-1, GOVERNMENT
USE ZONE DISTRICT
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The zoning restrictions covering the following described property, and in addition half
of all adjacent dedicated roadway and alley rights-of-way, together generally identified in the
attached Rezone Exhibit, is hereby changed from I-3, Heavy Industrial and S-1, Government
Use Zone Districts to S-1, Government Us Zone District:
A parcel of land located in the City of Pueblo, County of Pueblo, State of Colorado, to-wit:
A parcel of land being a portion of the NW 1/ 4 of Section 6, Township 21 South, Range 64
West and a portion of the SW 1/ 4 of Section 31, Township 20 South. Range 64 West of the
Sixth Principal Meridian, and in Stanton and Snyder's Subdivision, recorded in June 6, 1887, at
reception number 23103 in the records of the Pueblo County Recorder, City of Pueblo, County
of Pueblo, State of Colorado, more particularly described as follows to-wit:
Beginning at a point which bears N 43' 29' 23" E, a distance 42.38 feet from the city monument
at the intersection
of Locust Street and Stanton Avenue, ( bearings are based on the City Survey monument
line between monuments located at the intersection of Moffat Street and Locust Street and at
the intersection of Stanton Avenue and Locust Street assumed to bear S 87' 47' 23" W,
monumented at both ends with iron box and stone with lead plug and tack);
1) Thence N O1' 34' 32" W, along the West line of Blocks 4 and 14 in said Stanton and
Snyder's Subdivision, a distance of 680.41 feet to the northwest corner of Lot 17 in Block 4, of
Stanton and Snyder's Subdivision;
2)Thence N 89' 07' 50" E, along the North Line of said Lot 17, a distance of 40.20 feet, to the
northeast corner of said Lot 17;
3) Thence S O1' 34' 32" E and along the east line of said Block 4, a distance of 50.00 feet, to
the southwest corner of a parcel of land recorded in Book 1909 at Page 114 of
the Pueblo County Records;
Thence along the said Parcel the following four (4) courses:

5) Thence N 01' 34' 32" W, a distance of 280.00 feet;
6) Thence N 07' 02' 28" W, a distance of 70.32 feet;
7) Thence S 89' 58' 27" W, a distance of 175.30 feet, to the east line of said Block 4;
8) Thence N 01' 34' 32" W ,a distance of 117.65 feet;
9) Thence N 44' 04' 48" E, a distance of 303.48 feet;
10) Thence S 48' 28' 15" E, a distance of 720.21 feet;
11) Thence along the arc of a curve to the Left 612.37 feet and a radius of 1052.34 feet, the
chord of which bears S 65' 35' 52' E, a distance of 603.77;
12) Thence S 79· 39' 56" E, a distance of 93.62 feet;
13) Thence S 22·35' 07" E, a distance of 396.23 feet;
14) Thence N 88' 53' 26" W, a distance of 623.94 feet, to a point at the easterly most corner of
a tract recorded in Book 2464 at Page 30 of the Pueblo County Records to a non tangent
curve;
15) Thence southerly along the arc of a non-tangent curve concave northwesterly said curve
having a radius of 31O.feet and a central angle of 60' 24' 41" , a distance of 326.86 feet
to a point from which
16) Thence S 73· 07' 38" W, non-tangent to said curve ,a distance of 280.72 feet;
17) Thence S 87' 33' 54" W, a distance of 128.55 feet:
18) Thence N 77' 14' 47" W, a distance of 95.42 feet to the southeast corner of Lot 20, Block 14,
Stanton and Snyder's Subdivision;
19) Thence N 89' 28' 30" W a distance of 121.29 feet to the southwest corner of Lot 20, Block
14 Stanton and Snyder's Subdivision, more or less, to the
Point of Beginning.
AND
That portion of Lots 17 and 33 through 36 of Block 16 lying south and east of the
boundary line of that property described in that document filed for record in the
Office of the Pueblo County Clerk and Recorder on September 14, 1989 at
Reception No. 898028 and all of Lots 13, 14 and 33 of Block 17, all in Stanton
and Snyder's Subdivision according to that plat filed for record in the Office of
the Pueblo County Clerk and Recorder on June 6, 1887 at Reception No.
23103, Pueblo County, Colorado.
Reserving to the grantor hereof the right to utilize the property for flood control purposes and the
right to maintain the grading within the property.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of the Ordinance to implement the policies and procedures described herein.
SECTION 3.
This Ordinance shall become effective immediately upon final action by the Mayor and
City Council.

Final adoption of Ordinance by City Council on June 10, 2024.

DISTRICT TO S-1, GOVERNMENT USE ZONE DISTRICT
SUMMARY:
The applicant is requesting to rezone 26.3-acres at the Runyon Sports Complex from I-
3, Heavy Industrial and S-1, Government Use Zone Districts to S-1, Government Use
Zone Districts to create one consistent zone district for the entire complex.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
Pueblo County is requesting to rezone the Runyon Sports Complex which is currently
zoned I-3 and S-1. The purpose of the rezoning is to create one consistent zone district
for the entire complex. The County did not indicate why they want to rezone, but the S-
1, Government Use District is an appropriate zoning for the entire area. The existing I-3,
zoning appears to be an extension of the industrial and railroad uses located north of
the County’s property. The City may have anticipated Industrial Development growth in
this area in the late 1960’s; however, the Runyon Sports Complex development
expanded rather than industrial development. The proposed Government Use District
will allow for the continued use of the ballfields and future expansion of the complex.
Future development of the site may require Planning and Zoning Commission review
prior to construction.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their May 8, 2024 Regular Meeting, voted 6-0
to recommend approval, Commissioner Maestri absent.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission
Public Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance the property will not be zoned in
accordance with the Pueblo Municipal Code.
Upon request of City Council, the Ordinance could be returned to the Planning and
Zoning Commission for consideration of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.
