AN ORDINANCE ESTABLISHING PROJECT ACCOUNT CI2442,
ASPHALT ART AND GATEWAYS PROJECT, ACCEPTING A
SMALL DOLLAR GRANT FROM THE COLORADO
DEPARTMENT OF TRANSPORTATION, IN THE AMOUNT OF
$248,300, BUDGETING AND APPROPRIATING FUNDS IN THE
AMOUNT OF $248,300, AND AUTHORIZING THE MAYOR TO
EXECUTE SAME
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Asphalt Art and Gateways Project CI2442, is hereby established.
SECTION 2.
Purchase Order No. 411038164 issued by the State of Colorado by and through the
Colorado Department of Transportation dated April 1, 2024 and the associated terms and conditions
attached hereto are hereby approved. The Mayor is authorized to execute said Purchase Order for
and on behalf of the City, and the City Clerk is authorized to affix the seal of the City thereto and
attest same.
SECTION 3.
Funds in the amount of $248,300 are hereby budgeted and appropriated for the Asphalt
Art and Gateways Project.
SECTION 4.
The officers of the City are authorized to perform any and all acts consistent with this
Ordinance and Purchase Order to implement the policies and procedures described herein.
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
This Ordinance establishes Project Account CI2442 for Asphalt Art and Gateways
Project, approves a purchase order for funding in the amount of $248,300 from the
State of Colorado, Colorado Department of Transportation (CDOT), and budgets and
appropriates funds totaling $248,300 into Project No. CI2442 - Asphalt Art and
Gateways Project
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
The City applied for and was awarded a grant to install asphalt art, gateways and
lighting improvements in Pueblo's downtown and Bessemer neighborhoods. This
Ordinance establishes the Asphalt Art and Gateways Project CI2442, and accepts the
grant purchase order from CDOT.
The Mayor has reckoned with the truth about a century of underinvestment in Pueblo’s
downtown and Bessemer neighborhoods and now emphasizes the revitalization and
redressing of the areas’ main streets. City Center and Northern Avenue are arterial
roads in Pueblo’s downtown and the Bessemer neighborhoods, respectively, for all
modes but present significant safety and equity challenges – and a lack of
beautification. The installation of Asphalt Art (intersection murals and crosswalk art),
bold gateways, and lighting improvements will support an arts-driven street redesign
project that will improve safety, revitalize public spaces, reshape the way people
experience Pueblo’s main streets, and engage Pueblo’s residents in the solution.
The City of Pueblo has committed to provide a total of $349,290 of in-kind match
through budget and project oversight, grant accounting, legal counsel, materials to
refresh the project as needed, labor and equipment to remove the project at the end of
the life, and electrical engineering planning and execution to reconnect Plaza light
power.
FINANCIAL IMPLICATIONS:
Funds that will be made available through the purchase order of $248,300.00 shall be
budgeted and appropriated into the Asphalt Art and Gateways Project, CI2442.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Currently, there are no alternatives for completing the improvements without the
funding from the Revitalizing Main Streets (RMS) Opportunity 2: Small Multimodal and
Economic Resiliency Grant.
RECOMMENDATION:
Approve the Ordinance.
