SUBJECT: A RESOLUTION AWARDING AN AGREEMENT FOR PROFESSIONAL
CONSULTING SERVICES IN THE AMOUNT OF $196,470.00 TO
GROUND ENGINEERING CONSULTANTS, INC., A COLORADO
CORPORATION, FOR PROJECT NO. 24-040 SPECIAL INSPECTION
AND MATERIALS TESTING - FIRE STATIONS 6, 8, AND 11, AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME
SUMMARY:
This Resolution awards an Agreement for Professional Consulting Services to
GROUND Engineering Consultants, Inc., to render certain professional materials
testing, special inspection services, and related services. GROUND Engineering
Consultants, Inc., was determined to be the most responsible bidder and will be
awarded a contract in the amount of $196,470.00.
PREVIOUS COUNCIL ACTION:
Ordinance 10110, dated February 14, 2022, established Fire Station 6, 8, and 11
Project, account Project CI2205, transferred $600,000.00 from the unappropriated fund
balance of the general fund, and budgeted and appropriated $600,000.00.
Ordinance 10188, dated June 13, 2022, transferred $609,245.00 from the
unappropriated fund balance of the general fund, and budgeted and appropriated
$609,245.00.
Ordinance, 10202, dated June 27, 2022, transferred $270,000.00 from the "2022"
unappropriated fund balance of the general fund, and budgeted and appropriated
$270,000.00.
Resolution 14938, dated July 11, 2022, awarded an agreement for Professional Design
Services to Allred and Associates for Design and Engineering services of new Fire
Stations 6, 8, and 11.
On October 23, 2023, by Ordinance No. 10570, City Council authorized a site lease
and lease purchase agreement between the City, and BOKF, N.A. (solely in its capacity
as trustee) for the purpose of financing the construction, improvement, and equipping of
three fire stations by issuing Series 2023 Certificates of Participation to not exceed
$37,000,000.
On January 22, 2024, by Ordinance No. 10640, City Council authorized the
establishment of the Debt Service Fund No. 304 - COP-Fire Stations.
On March 11, 2024, by Ordinance No. 10670, City Council authorized the
establishment of the Capital Projects Fund No. 456 –Fire Stations, budgeted and
appropriated the proceeds received from the issuance of the Series 2023 Certificates of
Participation and all future funds received into Fund No. 456.
Resolution 15609, dated April 22, 2024, awarded a construction contract in the amount
of $32,686,806 to Nunn Construction for Project No. 24-010, Construction of Fire
Stations 6, 8, and 11, setting forth $1,518,194 forcontingencies.
Resolution 15637, dated May 13, 2024 established Project CI2435 - Fire Station No. 6,
8, and 11 in Fund 456 - Fire Stations for $33,500,000.
BACKGROUND:
The Fire Station 6, 8, and 11 project consists of the construction of three (3) fire
stations of approximately 14,000 square feet each, which will incorporate Net-Zero
Energy principals, and are relatively similar in design. Each fire station incorporates
similar floor plan and building structure. Nunn Construction was awarded a construction
contract to build all 3 fire stations.
As part of the construction, the Pueblo Regional Building Department and the City of
Pueblo require additional 3rd party material testing and special inspections. GROUND
Engineering Consultants, Inc were selected as the most advantageous and in the best
interest of the City of Pueblo to provide the testing and inspections during construction.
FINANCIAL IMPLICATIONS:
Funding in the amount of $196,470.00 will be paid from CI2435 – Fire Stations 6, 8, and
11.
BOARD/COMMISSION RECOMMENDATION:
Not Applicable to this Resolution.
STAKEHOLDER PROCESS:
Not Applicable to this Resolution.
ALTERNATIVES:
Denial of this Resolution will result in cancelation of the special inspection and material
testing; which are required for the construction of the fire stations. Canceling the special
inspections and material testing project will require that the construction of the fire
stations be canceled as well.
RECOMMENDATION:
Approval of the Resolution.

A RESOLUTION AWARDING AN AGREEMENT FOR
PROFESSIONAL CONSULTING SERVICES IN THE AMOUNT
OF $196,470.00 TO GROUND ENGINEERING CONSULTANTS,
INC., A COLORADO CORPORATION, FOR PROJECT NO. 24-
040 SPECIAL INSPECTION AND MATERIALS TESTING - FIRE
STATIONS 6, 8, AND 11, AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE SAME
WHEREAS, the Proposal of GROUND Engineering Consultants, Inc., for Project No. 24-
040 Special Inspection and Materials Testing - Fire Stations 6, 8, and 11, has been received
and examined; AND,
WHEREAS, the Proposal of GROUND Engineering Consultants, Inc., was determined to
be the most advantageous to the City of Pueblo, and in the best interest of the City of Pueblo,
based on the evaluation factors set forth in the Request for Proposals; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The City Council authorizes Project No. 24-040 Special Inspection and Materials Testing
- Fire Stations 6, 8, and 11 to be performed, and the Contract for said services is hereby
awarded to GROUND Engineering Consultants, Inc., in the amount of $196,470.00.
SECTION 2.
Funds for said Agreement shall be paid from Project No. CI2435 - Fire Stations 6, 8, and
11.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of the City
of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
The officers of the City are authorized to perform any and all acts consistent with this
Resolution to implement the policies and procedures described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.
