A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE
AGREEMENT BETWEEN THE CITY OF PUEBLO, A
COLORADO MUNICIPAL CORPORATION, AND MULTISTUDIO,
INC, IN THE AMOUNT OF $204,887 FOR PROJECT 23-081A, ,
AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE
SAME
WHEREAS, a Unified Development Code for Planning Department Agreement to
Multistudio, Inc was executed on November 27, 2023; and,
WHEREAS, additional updating of city guidelines, standards, establishment of a user’s
manual, and pre-testing of the new Unified Development Code contemplated by Amendment
No. 1 are needed; and,
WHEREAS, it is in the best interest of the City to proceed with and complete such
design in the manner herein provided; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Amendment No. 1, by and between the City of Pueblo, a Colorado Municipal
Corporation, and Multistudio, Inc, a professional consulting service firm, a copy of which is
attached hereto, having been approved as to form by the City Attorney, is hereby approved, and
City Council authorizes the additional work contemplated by Amendment No. 1 to be performed
in the amount of $204,887.00.
SECTION 2.
Funds in the amount of $117,443.50 will be paid from Pueblo American Rescue Plan Act
(ARPA) Funds approved in Resolution No. 15100, and the remaining funds in the amount of
$87,443.50 will be paid from Colorado Department of Local Affairs Energy Impact Assistance
Funds, EIAF 9547.
SECTION 3.
The Purchasing Agent is hereby authorized to execute Amendment No. 1 on behalf of
the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of
the City thereto and attest same.
SECTION 4.
The officers of the City are authorized to perform any and all acts consistent with this
Resolution to implement the policies and procedures described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUBJECT: A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE

AMOUNT OF $204,887 FOR PROJECT 23-081A, , AND AUTHORIZING
THE PURCHASING AGENT TO EXECUTE SAME
SUMMARY:
This Resolution approves Amendment No. 1 to the Unified Development Code for
Planning Department awarded to Multistudio, Inc, in the amount of $204,887 for Project
23-081A expanding the scope of services to include additional updates to associated
guidelines, standards, development of a Unified Development Code user’s manual, and
pre-testing of the new codes, review and permitting processes.
PREVIOUS COUNCIL ACTION:
Resolution 15434 dated November 27, 2023, approved an agreement for the Unified
Development Code for Planning Department between the City of Pueblo and
Multistudio, Inc, in the amount of $215,113, related to the completion of a new Unified
Development Code and update to the Historic Preservation Code.
BACKGROUND:
On November 27, 2023, the City of Pueblo awarded a contract for the Unified
Development Code for Planning Department Project. The Planning and Public Works
Department identified additional land use, subdivision and street classification
standards that are important to update in correlation to the Unified Development Code.
The purpose of Amendment No. 1 to the Agreement for Professional Consulting
Services is: 1) to have the consultants revise, integrate and align the City’s Historic
Preservation Guidelines with the Unified Development Code; 2) Update the City’s
Roadway Classification standards to address both functional classification and
community design standards; 3) Complete a Unified Development Code User’s Manual
that provides procedures and processes associated with development; and 4) Scenario
testing for the new Unified Development Code with city staff, development reviewers,
and development applicants to help shape the User’s Manual and catch procedural and
code issues that can be corrected prior to implementing the new Unified Land Use
Code.
FINANCIAL IMPLICATIONS:
Funds in the amount of $420,000 were budgeted and appropriated from two sources
which includes $225,000 from Pueblo American Rescue Plan Act (ARPA) Funds
approved in Resolution No. 15100 and $195,000 from the Colorado Department of
Local Affairs Energy Impact Assistance Funds, EIAF 9547. The current agreement with
Multistudio, Inc is for $215,113 and Amendment adds a total of $204,887 to the
consulting contract for Project 23-081A.

ALTERNATIVES:
Denial of this Resolution will result in not having the supporting city guidelines and
standards not being updated along the with completion of the new Unified Development
Code.
RECOMMENDATION:
Approval of the Resolution.
