AN ORDINANCE AMENDING PUEBLO MUNICIPAL CODE
TITLE XI, CHAPTER 1 TO ADD A NEW SECTION 612
REGULATING SCHEDULED COMMERCIAL PASSENGER
TRANSPORTATION WITHIN THE CITY OF PUEBLO, AND
PROVIDING PENALTIES THEREFOR
WHEREAS, City Council finds that the purpose and intent of this Ordinance is to provide
for the health, safety, and welfare of passengers aboard commercial transportation while in the
City; and
WHEREAS, the debarking of commercial passengers other than at a pre-scheduled
destination endangers the health, safety, and welfare of the commercial passengers, and is
further detrimental to the health, safety, and welfare of the community where the commercial
passengers depart from their transportation; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Pueblo Municipal Code Title XI, Chapter 1 is hereby amended to add Section 612 as
follows:
Sec. 11-1-612. Commercial Passenger Vehicles
(a) For purposes of this Section, the following definitions shall apply
(1) s any vehicle where payment is
made, received, or promised for the transportation of any person, including buses,
-sharing services; taxi cabs;
or vehicles operated by any government body of the State of Colorado.
(2) on
that can be demonstrated by a departure and arrival schedule, passenger ticket,
receipt, or other publicly available document depicting the location where
passengers are planned to disembark the commercial passenger vehicle.
(b) It shall be unlawful and a Class II municipal offense for a driver to stop a
commercial passenger vehicle in the City for the purpose of unloading passengers
other than at a scheduled destination.
(c) The driver of a commercial passenger vehicle shall possess and be able to
present documentation demonstrating the passengers will disembark at a
scheduled destination.
(d) It shall be unlawful and a Class II municipal offense for a driver to fail or
refuse to present documentation demonstrating the scheduled destination.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with the intent of this Ordinance to effectuate the policies and procedures described
herein.
SECTION 3.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
Attached is a proposed Ordinance which amends the Pueblo Municipal Code to add a
new Section 612 regulating scheduled commercial passenger transportation within the
City, and providing penalties therefor.
PREVIOUS COUNCIL ACTION:
Council has not taken any action on this matter.
BACKGROUND:
Businesses, State and local governments have recently adopted a policy of conducting
unplanned busing of individuals within the State of Colorado. This practice threatens
the health, safety, and welfare of passengers aboard these commercially license buses.
The offloading of commercial passengers at unknown locations without a pre-
determined destination endangers the health, safety, and welfare of the commercial
passengers, and is further detrimental to the health, safety, and welfare of the
community where the commercial passengers depart from their transportation.
