AN ORDINANCE RESCINDING RESOLUTION 15594,
ACCEPTING FUNDS IN THE AMOUNT OF $200,000.00 FROM
PUEBLO URBAN RENEWAL AUTHORITY, FOR THE HARP
CHANNEL EXTENSION AND BOATHOUSE CONSTRUCTION
PROJECT, AND BUDGETING AND APPROPRIATING SAID
FUNDS TO PROJECT ACCOUNT CI2432 - CONST. HARP
EXTENSION AND BOATHOUSE.
WHEREAS, Resolution 15594 erroneously budgeted and appropriated funds, which
must be done by Ordinance; AND
WHEREAS, Pueblo Urban Renewal Authority has tendered $200,000 to the City to help
fund the HARP Channel Extension and Boathouse Project construction; AND
WHEREAS, acceptance of the $200,000 is in the best interest of the City; NOW
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Resolution 15594 is hereby rescinded.
SECTION 2.
Funds in the amount of $200,000.00 are hereby accepted from Pueblo Urban Renewal
Authority.
SECTION 3.
Accepted funds in the amount of $200,000.00 shall be budgeted and appropriated to
Project Account CI2432 - Const. HARP Extension and Boathouse.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Ordinance to implement the policies and procedures described herein.
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUBJECT: AN ORDINANCE RESCINDING RESOLUTION 15594, ACCEPTING
FUNDS IN THE AMOUNT OF $200,000.00 FROM PUEBLO URBAN
RENEWAL AUTHORITY, FOR THE HARP CHANNEL EXTENSION AND
BOATHOUSE CONSTRUCTION PROJECT, AND BUDGETING AND
APPROPRIATING SAID FUNDS TO PROJECT ACCOUNT CI2432 -
CONST. HARP EXTENSION AND BOATHOUSE.
SUMMARY:
The attached Ordinance rescinds Resolution 15594, accept funds in the amount of
$200,000.00 from the Pueblo Urban Renewal Authority (PURA) to fund, in part, the
construction of the HARP Channel Extension and Boathouse project. The Ordinance
also budgets and appropriates those funds into Project Account CI2432 - Const. HARP
Extension and Boathouse
PREVIOUS COUNCIL ACTION:
City Council previously approved on March 18, 2019, an Intergovernmental Agreement
between the parties for the purpose of providing design and construction ready plans
for the HARP Channel Extension and Boathouse Project.
On April 8, 2024, by Resolution No. 15591, City Council authorized the transfer of
$3,311,597.29 from the 1992-2026 Sales and Use Tax Capital Improvement Projects
Fund to Project Account ED2402 - HARP Channel Extension and Boathouse Project.
On April 8, 2024, by Resolution No. 15594, City Council accepted $200,000 from the
Pueblo Urban Renewal Authority to assist in the construction of the HARP Channel
Extension and Boathouse Project.
On April 22, 2024, by Ordinance No. 10687, City Council approved an
Intergovernmental Agreement between the City and Pueblo County and the HARP
Authority, by which Pueblo County will pay to the City of Pueblo $9,000,000 in 1A funds
for the Construction of the HARP Channel Extension and Boathouse Project, accepted
the 1A funds from Pueblo County, established Project Account CI2432 and budgeted
and appropriated funds to Project Account CI2432.
On April 22, 2024, by Ordinance No. 10688, City Council approved and accepted a
grant in the amount of $1,000,000.00 from the Colorado Department of Local Affairs
("DOLA"), transferred $1,000,000.00 from the General Fund and budgeted and
appropriated funds in the amount of $2,000,000.00 to Project Account CI2432.
On April 22, 2024, by Ordinance No. 10689, City Council approved and authorized the
Mayor to execute a Cooperation Agreement between the City of Pueblo and the HARP
Authority relating to the construction of the HARP Channel and Riverwalk Extension
Project.
BACKGROUND:
Pueblo Urban Renewal Authority is providing these funds to be used for the HARP
funds will be
combined with funds from Pueblo County 1A, a DOLA grant, ARPA, Sales and Use Tax
Capital Improvement Projects Fund, and the General Fund to pay for the Project. The
HARP Channel Extension and Boathouse construction project will result in demolition of
the existing eastern channel terminus, construction of new channel eastward to Santa
Fe Drive, new and retrofitted utilities, paving and hardscapes, drainage, site electrical
and lighting, landscape improvements, and the construction of a new two-story building
which will house equipment and boats, HARP offices, and a rooftop space for public
gatherings.
Resolution 15594, approved on April 8, 2024, accepted the funds; however, budgeting
and appropriating all funds must be done by Ordinance.
FINANCIAL IMPLICATIONS:
Funds in the amount of $200,000.00 will be budgeted and appropriated into Project
Account CI2432 - Const. HARP Extension and Boathouse.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Failure to approve this Ordinance will prevent the City from receiving the funds from
PURA.
RECOMMENDATION:
Approval of the Ordinance.
