Section 6-5-16 (A) of Chapter 5, of Title VI, of the Pueblo Municipal Code referencing the Fiscal Year 2024 pay scale for the classification of Tax Compliance Technician is amended and enacted as follows: 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: A. The monthly pay range for the classification of Tax Compliance Technician SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate and transactions described therein. SECTION 3. This Ordinance shall become effective upon the passage of this ordinance and following the date of final action by the Mayor and City Council. Ordinance re-adopted on a vote of ____________, on _____________ ____________________________ President of City Council ATTEST ________________________________ Deputy City Clerk City Clerk's Office Item # R5 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: May 28, 2024 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Marisa Pacheco, Director of Human Resources SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2024 CLASSIFICATION AND PAY PLAN BY AMENDING THE PAY SCALE FOR TAX COMPLIANCE TECHNICIAN SUMMARY: Attached for consideration is an amended Pay Plan Ordinance reflecting the amendment of the salary schedule for the classification of Tax Compliance Technician. PREVIOUS COUNCIL ACTION: On December 11, 2023, Ordinance No.10614 was approved by City Council. This Ordinance provided the classification and pay plan for fiscal year 2024. BACKGROUND: Over the last several years, the City and the Pueblo Association of Government Employees (PAGE) have been working to amend certain salary scales to address internal equity issues and take steps toward better market competitiveness. In the most recent annual salary ordinance for 2024, eight classification pay ranges were adjusted by agreement. At the time, both the City and the PAGE union missed the adjustment of one classification in relationship to another classification subject to adjustment. With the adjustment of Accounting Technician IV salary range the promotional relationship between the Accounting Technician IV and Tax Compliance Technician was inadvertently eliminated and the Tax Compliance Technician is now paid less than the Accounting Technician IV which is misaligned. This ordinance seeks to correct the oversight and restore the promotional relationship between the two classifications that previously existed. The range change restores the same percentage difference between each salary scale step of Accounting Technician IV and Tax Compliance Technician classifications that has existed historically. This change in salary schedule will apply to two positions within the Finance Department, only one of which is currently filled with the other anticipated to be posted for recruitment in the next few weeks. FINANCIAL IMPLICATIONS: The cost to amend the salary scale for the remainder of 2024 is $2,782.77. Total annualized cost for the changes is estimated to be $4,770.46 for the current incumbent. No additional funding is required for 2024 to accomplish this salary amendment as the budget. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: The Pueblo Association of Government Employees brought the concern to the City and after internal discussions the union has agreed to and is supportive of this correction which is memorialized in a Meet and Confer document executed April 18, 2024. ALTERNATIVES: Retain the current 2024 Tax Compliance Technician salary schedule with no changes. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: None
