LT2409 - ELIZABETH STREET PARKWAY OUTDOOR BASKETBALL COURTS MURAL PROJECT, AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $10,000 TO PROJECT NO. LT2409 BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Project No. LT2409 is hereby established. SECTION 2. Funds in the amount of $10,000.00 shall be accepted pursuant to a Sponsorship Agreement with Cactus Communications, Inc. on behalf of the Colorado Lottery and budgeted and appropriated to Project No. LT2409. SECTION 3. The officers and staff of the City are hereby authorized to perform any and all acts consistent with the intent of this Ordinance and the attached Agreement to effectuate the transactions described therein. SECTION 4. This Ordinance shall become effective on the date of final action by the Mayor and City Council. LT2409 - ELIZABETH STREET PARKWAY OUTDOOR BASKETBALL COURTS MURAL PROJECT, AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $10,000 TO PROJECT NO. LT2409 SUMMARY: This Ordinance establishes Project No. LT2409 - Elizabeth Street Parkway Outdoor Basketball Courts Mural Project and budgets and appropriates funds in the amount of $10,000. PREVIOUS COUNCIL ACTION: Not applicable to this Ordinance. BACKGROUND: On March 25, 2024, City Council approved Resolution 15552 which awarded a construction contract to LER Inc., dba Renner Sports Surfaces for Project No. 24-034, Elizabeth Street Parkway Basketball Courts Replacement. This project consists of the installation of a new post-tension concrete basketball court slab, court surfacing, striping, basketball hoops, benches, and sidewalk. This project also includes the replacement of the court lights with new LED lights. During the project bid process, the Parks and Recreation Department advertised for qualified mural artists to design and ultimately paint original murals on each of the four outdoor basketball courts at the Elizabeth Street Parkway (SLAB). Forty-nine mural designs were submitted, and the four finalists will be painting their murals sometime in late August or early September 2024 under the guidance of the general contractor, Renner Sports Surfaces. FINANCIAL IMPLICATIONS: The Colorado Lottery has agreed to sponsor each of the four mural artists with a $2,500 commission payable to the City of Pueblo at the conclusion of the renovation project. No general fund monies will be used in this project. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: Should the Council choose not to approve the establishment of Project No. LT2409, the commission to the mural artists from the Colorado Lottery will not be paid. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: None
