HomeMy WebLinkAbout10713ORDINANCE NO. 10713 AN ORDINANCE APPROVING AND ACCEPTING AN OEDIT GRANT FROM THE STATE OF COLORADO OUTDOOR RECREATION INDUSTRY OFFICE FOR THE FUNDING OF THE CITY OF PUEBLO OUTDOOR RECREATION ADMINISTRATOR, ESTABLISHING PROJECT NO. CI2438, AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $100,000 TO PROJECT NO. CI2438 WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo to accept funding from the State of Colorado Outdoor Recreation Industry Office; and WHEREAS, the State of Colorado Outdoor Recreation Industry Office has tendered a grant award in the total amount of $100,000.00 upon conditions recited therein or incorporated therein; and WHEREAS, acceptance of the funding for the purposes for which it has been made is in the best interest of the City and will benefit the health and welfare of the citizens of the City; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Grant Award Letter between the City of Pueblo, a Municipal Corporation, and the State of Colorado Outdoor Recreation Industry Office for the funding of the Outdoor Recreation Administrator, a copy of which is attached hereto, is hereby approved. SECTION 2. Project Number CI2438 is hereby established. SECTION 3. The grant award from the State of Colorado Outdoor Recreation Industry Office, totaling $100,000.00 is hereby approved and accepted. SECTION 4. All funds accepted pursuant to this Ordinance shall be budgeted and appropriated into Project Number CI2438. Said funds shall only be expended and used for this project. SECTION 5. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Ordinance to implement the policies and procedures described herein. SECTION 6. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Action by City Council: Introduced and initial adoption of Ordinance by City Council on May 13, 2024. CI2438, AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $100,000 TO PROJECT NO. CI2438 SUMMARY: This Ordinance approves and accepts an OEDIT Grant awarded by the State of Colorado Outdoor Recreation Industry Office for the funding of a City of Pueblo Outdoor Recreation Administrator. PREVIOUS COUNCIL ACTION: Not applicable to this Ordinance. BACKGROUND: In December 2022, the City applied for a Colorado State Outdoor Recreation grant through the Colorado Outdoor Recreation Industry Office (OREC), a division of the Office of Economic Development and International Trade (OEDIT), to fund the position of Outdoor Recreation Administrator for the City of Pueblo. The City was notified in October 2023 that the grant application was approved in the amount of $100,000. This new position was created during the 2024 budgeting process and approved by Ordinance 10613 which authorized personnel positions for the fiscal year 2024. s reassigned to the Parks and Recreation Department March 1, 2024. FINANCIAL IMPLICATIONS: The Outdoor Recreation Administrator position will be paid through the OEDIT grant in the amount of $100,000 from June 2024 through June 2025. The position will be responsible for its own long-term sustainability through measurable revenue-generating activities, to include, but not limited to new taxes collected, activity fees, venue rental fees, licenses and permits, leverage grants, and sponsorships of signature events. Based on the revenue generated, the City will budget for the Outdoor Recreation Admini award funds are exhausted. There are no anticipated operating expenses included in this grant award. The City will have to cover those expenses in the first year through existing Parks and Recreation operating budgets, then budget for these anticipated expenses moving forward as needed. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: Should Council choose not to approve this grant, other funding sources must be found to cover the costs of funding this new position. RECOMMENDATION: Approval of the Ordinance.
