HomeMy WebLinkAbout10712ORDINANCE NO. 10712 AN ORDINANCE ACCEPTING A GRANT FROM THE ROBERT HOAG RAWLINGS FOUNDATION IN THE AMOUNT OF $182,000 TO SUPPORT THE CONSTRUCTION OF THE CITY PARK TENNIS COMPLEX CLUBHOUSE AND RESTROOMS, APPROVING THE GRANT AGREEMENT AND AUTHORIZING THE MAYOR TO EXECUTE THE SAME, ESTABLISHING PROJECT NO. CI2439, AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $182,000 TO PROJECT NO. CI2439 BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Grant Agreement between the City of Pueblo, a Municipal Corporation, and the Robert Hoag Rawlings Foundation to support construction of a new City Park Tennis Clubhouse building with publicly accessible restrooms, is hereby approved. SECTION 2. The Mayor is hereby authorized to execute said Agreement on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk is authorized to affix the seal of the City thereto and attest the same. SECTION 3. Project No. CI2439 is hereby established. SECTION 4. Funds in the amount of $182,000.00 shall be accepted pursuant to the Agreement and budgeted and appropriated to Project No. CI2439. SECTION 5. The officers and staff of the City are hereby authorized to perform any and all acts consistent with the intent of this Ordinance and the attached Agreement to effectuate the transactions described therein. SECTION 6. This Ordinance shall become effective on the date of final action by the Mayor and City Council. CI2439, AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $182,000 TO PROJECT NO. CI2439 SUMMARY: This Ordinance approves and accepts a Robert Hoag Rawlings Foundation Grant in the amount of $182,000 to support the construction of a new City Park Tennis Clubhouse building with publicly accessible restrooms and established Project No. CI2439. PREVIOUS COUNCIL ACTION: On February 26, 2024, City Council approved Resolution 15521 authorizing ARPA funds in the amount of $500,000 for the purpose of making certain improvements to the City Park Tennis Clubhouse and Restrooms. BACKGROUND: The City Park Tennis Complex, includes seventeen (17) lighted, hard-surface courts and hosts numerous tournaments each year, including Pueblo School District #60 High School Boys and Girls Tennis matches which lead up to the Colorado High School Activities Association (CHSAA) 4A State High School Boys and Girls Tennis Regional and State Championships. Other stakeholders include the Colorado State University leagues and tourn Learn-to-Play Tennis program, and countless recreational tennis players regularly playing at this facility year around. The original building (clubhouse) was constructed in stone in the late 1930s by Work Progress Administration (WPA) workers who used the same sandstone rock as other projects throughout the park. The building was originally constructed as a multipurpose building or bathhouse with concession stand for the original City Park wading pool. The wood frame-built addition with stucco exterior was added many years later primarily used as office space and additional storage for the original building. The existing restrooms are approximately 1,700 square feet, are not ADA accessible, and cannot adequately facilitate tournament players, staff, and spectators. A structural analysis revealed foundation problems so severe that the existing building would require extensive, expensive modifications for code and structural safety. FINANCIAL IMPLICATIONS: Current funding secured to replace the City Park Tennis Clubhouse and Restroom consists of General Fund Capital Improvement Funds of $701,690, Conservation Trust (Lottery) Funds of $350,000, ARPA funds in the amount of $500,000. This Rawlings Foundation Grant of $182,000 brings the project funding budget to $1,733,690, which is approximately $70,000 shy of the estimated cost of replacing this building at approximately $1,800,000. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: Should the Council choose not to approve this grant agreement, other funding sources must be found to cover the costs of funding this much needed project.
